RECOMMENDED CITY COUNCIL ACTION:
· Approval of resolution.
ITEM SUMMARY:
· This Resolution approves a list of qualified firms to provide professional landscape architectural services for the design of various small parks and public right of way improvements with total design budgets of less than $50,000.
BACKGROUND INFORMATION:
· The City of McKinney utilizes consultants to provide professional landscape architectural services for the design of parks and/or public right of way improvements.
· The City of McKinney issued a request for qualifications (14-13RFQ) for professional landscape architectural services in January 2014.
· Fifteen (15) professional landscape architect firms submitted statements of qualification in response to the RFQ.
· A committee of six staff members from the PROS and Engineering departments reviewed and ranked the statements of qualification.
· Of the 15 firms that submitted statements of qualification, the following four firms were determined to be the most qualified by the review committee:
o David C. Baldwin, Inc.
o la terra studio, inc.
o Newman, Jackson, Bieberstein, Inc.
o Teague Nall and Perkins, Inc.
· When professional landscape architectural services are required for a specific project, staff members from the PROS and Engineering department will interview one or more firms from this list to determine the most qualified firm for that specific project.
· A fee proposal will be negotiated with the most qualified firm in accordance with the professional services procedures provided by the approved City of McKinney Purchasing Policy.
· The firms listed herein will remain pre-qualified for the design of small parks and/or right of way improvements for a period of two years.
FINANCIAL SUMMARY:
· Funding for individual contracts will be allocated through the City's Capital Improvement Program budget.
· Contracts for the design of small parks and/or public right of way improvements will be prepared and executed in accordance with the City of McKinney Purchasing Policy.
BOARD OR COMMISSION RECOMMENDATION:
· On April 10, 2014 the list of qualified firms to provide professional landscape architectural services was presented to the Parks, Recreation and Open Space Advisory Board which forwarded a recommendation for approval to City Council.
