RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $148,900, as well as all required supplemental agreements thereto, with Teague, Nall, and Perkins, Inc. for professional consulting engineering services for the Bloomdale Rd and FM 543 Realignment Project (CIP Project ST4229), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $175,000.

 

BACKGROUND INFORMATION: 

                     Bloomdale Rd is currently a two-lane undivided arterial from Redbud Blvd to State Highway 5 and is currently identified as a six-lane principal arterial (P6D) in the adopted Master Thoroughfare Plan.

                     The FY22-26 Capital Improvement Program (CIP) includes funding for the expansion of Bloomdale Road from 2-lanes to a 4-lane divided throughfare including establishment of a new intersection of former FM 543 (currently identified as Spur 195) to allow Bloomdale Road to have a more direct connection to State Highway 5.

                     In addition, the Engineering Department has previously conducted a high-level traffic study which has identified the Bloomdale Rd and Spur 195 intersection as a potential candidate for a multi-lane roundabout.

                     The initial professional services contract included in this agenda item will include a detailed traffic study and roadway alignment determination prior to executing a future supplemental agreement to include full design services for the preparation of construction plans and documents.

                     The traffic study will include an intersection control evaluation for a potential roundabout versus a traditional intersection option at Bloomdale Rd and Spur 195.  The roadway alignment study will include two additional travel lanes (four total travel lanes) along Bloomdale Rd from east of Redbud Blvd to State Highway 5, approximately 3,500 feet.

                     Teague, Nall, and Perkins, Inc. submitted a response to RFQ 21-41 for On-call Roadway Professional Services.  They were one of eleven (11) firms shortlisted by City Council on September 7, 2021. 

                     Teague, Nall, and Perkins, Inc. submitted a proposal for this project in the amount of $148,900 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Design Services & Traffic Engineering Services)

o                     Special Services (Full Field Topographic Survey, Right-of-Way Analysis, Alignment Study, OPCC for each design alternative)

                     The fee for basic services is $99,250 and the fee for special services is $49,650.

                     The initial tasks included in this pase of this project is anticipated to take approximately 4 months to complete.

                     Upon completion of these services, staff will coordinate the recommended alignment and intersection design with the Texas Department of Transportation (TxDOT) as Spur 195 is currently owned and maintained by TxDOT.

                     Based on the outcome of the initial phase of this project (including any special requirements provided by TxDOT) a supplemental agrrement will be presented to city council for consideration which will expand the scope of professional services to include full design services through completion of construction.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Teague, Nall, and Perkins, Inc. for an amount not to exceed $175,000. 

                     Funds are available in the Capital Improvements Program Project ST4229.

                     With the approval of this item, $1,986,523 will remain in ST4229.
