RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve the Resolution and grant match of $94,375

 

ITEM SUMMARY: 

                     The City of McKinney, in cooperation with the Collin County Homeless Coalition, the Assistance Center of Collin County, as well as other McKinney nonprofits serving individuals experiencing homelessness, is applying for a $75,500 Emergency Solutions Grant (ESG) from TDHCA to provide funding for a Case Manager to connect homeless individuals and families in McKinney with available resources.

                     This is a one-year grant funded position and this will be stated in the job description. If the program is successful, the City will be eligible to apply and will have a good chance of being funded for this grant in successive years.

 

BACKGROUND INFORMATION: 

                     The ESG program provides funding to eligible activities that may include opportunities to: (1) engage homeless individuals and families living on the street;(2) improve the number and quality of emergency shelters for homeless individuals and families; (3) help operate the shelters of this type;(4) provide essential services to shelter residents; (5) rapidly re-house homeless individuals and families, and (6) prevent families/individuals from becoming homeless.

                     The State of Texas has opened their application process to include local municipalities and agencies to apply for funding to meet the needs of their community.  The application process opened the week of June 3, 2019 and the submission is due June 21, 2019.

 

FINANCIAL SUMMARY: 

                     The $75,500 grant requires a 1:1 match but will receive maximum points for a match of 125% or $94,375.

                     Grant program and application to be reviewed by HR & Finance before submission on June 21st to confirm Case Worker pay grade and costs.
