RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $214,938, as well as all required supplemental agreements thereto, with HDR Engineering, Inc. for professional engineering services for the design of continuous roadway illumination along SH 5 from south of FM 546 / Harry McKillop Boulevard to Powerhouse Street (CIP Project TR2020), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $250,000.

 

BACKGROUND INFORMATION:

                     The Texas Department of Transportation (TxDOT) has retained HDR Engineering, Inc. for design of planned roadway improvements to State Highway 5 (SH 5) from Spur 399 to Powerhouse Street referenced as CSJ 0047-05-054.

                     The planned improvements to SH 5 include a complete reconstruction as a 4 to 6-lane divided roadway. Construction of the planned improvements is estimated to begin in 2024 following City of McKinney relocation of water/wastewater facilities and TxDOT acquisition of necessary right-of-way.

                     The City proposes to enter into a future agreement with TxDOT to install continuous roadway illumination along the SH 5 corridor concurrent with the planned reconstruction of State Highway 5 by TxDOT.

                     Under this future agreement, the City would fund and manage professional engineering services for the continuous illumination locally and would escrow funding to TxDOT for the associated construction cost.

                     The proposed continuous roadway illumination improvements to SH 5 from South of FM 546 / Harry McKillop Boulevard to Powerhouse Street are planned to include the following:

o                     Construction of continuous median-mounted LED illumination and installation of City of McKinney median conduit systems supporting future irrigation and fiber connectivity.

o                     Evaluation and possible integration of non-standard aesthetic light fixtures generally between Standifer Street and Lamar Street to compliment the character of the downtown district.  

o                     Evaluation and feasibility of pedestrian-level illumination between Standifer Street and Lamar Street to compliment planned pedestrian enhancements and improve pedestrian lighting levels.

                     HDR Engineering, Inc. submitted a response to 21-19RFQ for Traffic Engineering Design Services. The City pre-qualified HDR Engineering, Inc. in the Traffic Engineering Studies Category (City Council Item February 02, 2021).

                     HDR Engineering, Inc. submitted a proposal for this project in the amount of $214,938 including engineering and design services (basic services) as well as bid and construction phase services (special services).

                     The preliminary opinion of probable construction cost is $2,297,346.

                     Upon approval of the engineering services contract, HDR Engineering, Inc. will perform the design and prepare the construction documents for the project. Design would begin in early July 2021 with construction expected to begin concurrently with TxDOT’s roadway reconstruction in March 2024.

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with HDR Engineering, Inc. for an amount not to exceed $250,000.

                     With the approval of this item, $0 will remain in project TR2020.

                     Additional funding necessary for the construction of these improvements will be included in the upcoming FY22-26 Capital Improvement Program Budget.
