ITEM SUMMARY:  
·      City staff met with the Stonebridge Ranch Association (the Association) representatives on November 21, 2014.
 
·      The Association has recently finalized their annual budget.
 
·      Membership fee notices will be mailed to the 9,200 homes in the Stonebridge Ranch Development next week.
 
·      Due to timing of their budget approval and member notifications, the Association indicated there were two contract options (Options A and B) they could execute immediately upon City Council.  Other options would be taken before their Board.
 
o      Option A would allow a two (2) year contract during which the Association will maintain the medians at their current level ($16,733.34 / acre) for an annual reimbursement by the City of $187,405 ($3,794 / acre)
 
o      Option B would allow a one (1) year contract during which the Association will maintain the medians at their current level ($16,733.34 / acre) for an annual reimbursement by the City of $187,405 ($3,794 / acre)
 
o      Option C would allow a one (1) year contract with an annual reimbursement by the City of $88,920 ($1,800 / acre).  This Option would be presented to the HOA Board for consideration.  
 
o      Option D would be to terminate the agreement.  This option would also be presented to the HOA Board as needed to determine the continued level of service to be provided by the Association.
 
·      Both the City and Association representatives would like to continue working together as needed to help; draft a policy for City Council consideration; encourage other associations to develop maintenance standards that are comparable to those provided in the Stonebridge Ranch area; and enhance the property values of existing and future developments
 
·      In 1994, City Council approved and authorized execution of a 2-year Median Maintenance Reimbursement Agreement ("Agreement") with Stonebridge Ranch Community Association, Inc. ("Association").
 
·      The Agreement allows the City to reimburse the Association for median maintenance of various areas within Stonebridge Ranch in lieu of City crews providing the service.
      
·      The existing Agreement expires on December 31, 2014.
 
·      City Council Approval of the Resolution is required authorizing a 2-year Maintenance Reimbursement Agreement with Stonebridge Ranch Community Association, Inc. for January 1, 2015 through December 31, 2016.
 
BACKGROUND INFORMATION:  
·      The City of McKinney has contracted with the Stonebridge Ranch Community Association since January 1994 on a Median Reimbursement Agreement for median maintenance including: mowing; bed maintenance; chemical applications; tree and shrub trimming; irrigation repairs; watering; and plant replacement.
 
·      The City originally entered into a Median Maintenance Reimbursement Agreement to provide supplemental funding to the Stonebridge Ranch Community Association for the maintenance of City medians within the Stonebridge development in lieu of the City providing the service.
 
·      The covered median area is approximately 49.40 acres.
 
·      The Agreement has been renewed at 2-year intervals since 1994.
 
·      The existing Agreement expires on December 31, 2014.
 
·      The new Agreement will be for a 2-year term beginning on January 1, 2015, ending on December 31, 2016.
 
 
FINANCIAL SUMMARY:   
·      The Stonebridge Ranch Community Association spends $16,733.34 per acre to maintain their medians within their development.
 
·      Funds for this Agreement are included in the FY 2015 Budget, Account No. 001-4306-453-8537.
