RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Coppell Construction Co. for the construction of the Bloomdale Road Extension Project (ST4227) and Redbud Pump Station Transmission Line (850PP) Phase 1 Project (WA4340), for a total aggregate contract amount, inclusive of any change orders, not to exceed $14,000,000.
BACKGROUND INFORMATION:
• Burns & McDonnell Engineering Company, Inc. has completed the design and construction plans for the Bloomdale Road Extension Project (ST4227).
• BGE, Inc. prepared the design and associated construction plans for the Redbud Pump Station Transmission Line (850PP) Project (WA4340). The western portion of the project overlaps the limits of the proposed Bloomdale Road Extension project and has been included as “Phase 1” along with the roadway improvements. The remaining “Phase 2” of WA4340 is to be constructed under a separate contract.
• The overall project includes the construction of 2,630 feet of 42” water transmission main from the intersection of Community Avenue to Hardin Boulevard servicing the City’s 850 water service area (WA4340) as well as a new alignment of Bloomdale Road from its current terminus at Community Avenue to County Road 164 (west of the future intersection with Hardin Boulevard) (ST4227).
• The proposed extension of Bloomdale Road includes a 4-lane (6-lane ultimate) divided roadway from Community Avenue to 400’ east of future Hardin Boulevard and a 2-lane (6-lane ultimate) roadway from 400’ east of future Hardin Boulevard to a connection with County Road 164. An aesthetically enhanced bridge structure will be constructed over the NRCS Reservoir Site 17.
• The proposed water transmission line will distribute water from the new Redbud Pump Station (expected to be operational early 2020) to service the additional water demand from the City’s 850 service area and improve redundancy in the overall water distribution network.
• Five (5) bids were received for this project on November 22, 2019. The following is a summary of the bids:

• Coppell Construction Co. submitted the low bid in the amount of $12,687,314.07 ($10,389,266.64 for ST4227 and $2,298,047.43 for WA4340).
• Coppell Construction Co. submitted references and qualifications that were verified by staff and the project engineer in accordance with the bid specifications as shown in the attached letter of recommendation.
• The contract documents require that this project be completed within 480 calendar days after issuance of the Notice to Proceed, which is expected to be issued in February 2020. Construction is expected to be complete by June 2021.
• There are accompanying items on the Council Agenda for the project authorizing a budget amendment and contract for materials testing.
• There is a concurrent item on the Council Agenda for a construction contract for the Redbud Pump Station Transmission Line (850PP) Phase 2 (WA4340) which will be constructed under a separate contract.
FINANCIAL SUMMARY:
• This Resolution authorizes a construction contract and any necessary change orders with Coppell Construction Co. for a total aggregate contract amount, inclusive of any change orders, not to exceed $14,000,000 ($11,450,000 for ST4227 and $2,550,000 for WA4340).
• CIP project ST4227 currently includes a maximum of $6,119,972 in funding participation from Collin County per a previously executed Interlocal Agreement.
• With the approval of this item and the accompanying budget amendment/material testing contract, $946,233.00 will remain in ST4227 and $1,031,850 will remain in WA4340.
