RECOMMENDED COMMISSION ACTION:                     

                     Determine funding recommendations FY 2016-2017 Community Development Block Grant (CDBG) Funding for City Council’s consideration and approval.

 

ITEM SUMMARY: 

                     On May 11 and May 12, 2016, the Community Grants Advisory Commission conducted public hearings to consider requests for CDBG funding from nonprofit agencies and to hear funding under city programs.

                     The Commission will make funding recommendations to City Council for approval. Funding requests are reviewed and considered in accordance the Strategic Plan goals expressed in the Housing and Community Development Consolidated Plan; federal statutory and program requirements; service impacts to the community; past performance, as applicable; duplication of exact services from other agencies; other sources agency funding, and presentation critique, as applicable.

 

BACKGROUND INFORMATION: 

                     The U.S. Department of Housing and Urban Development (HUD) notified the City of McKinney of its estimated allocation for FY 2016-2017 in the amount of $692,482. Federal regulation requires 15% of the grant to be used for public services funding and only 20% of the grant used for grant administration.

                     Under these statutory requirements, the public services grant program will have a total funding pool of $103,872.  The minimum grant award per agency applying for public services funding is $5,000.  The total budget for Grant Administration is $138,496 and Non-Public Services funding accounts for the remaining balance of $450,114 to fund for Housing and Community Development activities. If there is any funding remaining under the CDBG current program year it will be reallocated to city programs under the Housing Rehabilitation and Community Development Programs.

                     Upon completion of the Commission’s recommendations, staff will present the report known as the Annual Action Plan. The plan will be available for review and comment by the public for 30 days prior to the public hearing held by City Council on August 1, 2016. The public comment period will be held June 28, 2016 to July 30, 2016.

                     The program year for funding under the Community Development Block Grant is under the period of October 1, 2016 to September 30, 2017.

                     Requests always exceed the allocation issued by HUD.
