RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a professional services contract to provide architectural and engineering (A/E) services related to the design and construction of McKinney Fire Department Headquarters (FDHQ) project (FI2111) located on Taylor Burk Drive, McKinney, Texas.
• Martinez Architects, LP has submitted a proposal to provide professional architectural and engineering services for the new McKinney Fire Department Headquarters for a lump sum fee of $2,096,800.
BACKGROUND INFORMATION:
• Martinez Architects, LP is a professional architectural consulting firm based in Houston, Texas and has been the architect of record on multiple successful Fire Department projects in Houston and surrounding areas.
• The City issued a request for qualifications (21-15RFQ) to solicit responses from qualified architecture firms.

• Out of 844 supplier notifications, thirteen (13) proposals were received on November 19, 2020 and the top three (3) were interviewed.
• A committee comprised of staff from Public Works and the Fire Department, reviewed and ranked the proposals based on the following criteria:
o 50 Points: Firm and Individual Qualifications
o 20 Points: Capacity to Perform Work
o 20 Points: References
o 10 Points: Design Schedule
o 25 Points: Interview
FINANCIAL SUMMARY:
• The Resolution authorizes the City Manager to execute a professional services contract for architectural and engineering services, including potential changes to the scope of services, with Martinez Architects, LP for an amount not to exceed $2,296,800 which includes a contingency amount of $200,000.
• Upon approval of this item, $203,200 will remain in FI2111.
• This project will also be funded by $20,500,000 of General Obligation Bonds which will be issued later this fiscal year.
