RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the Interim City Manager to execute a professional services contract with Kimley-Horn and Associates, Inc. (“Kimley-Horn”) for the 2015 Comprehensive Plan 10-Year Update for an amount not to exceed $648,400.

 

                     Through a formal RFQ process, Kimley-Horn was selected as the most qualified firm to complete the 2015 Comprehensive Plan 10-Year Update.

 

                     Staff has reached an agreement with Kimley-Horn on the attached Professional Services Contract and Scope of Services, which includes the following major project phases:

 

1.                     Project Initiation

2.                     State of the City

3.                     Community-Wide Vision

4.                     Vision Framework

5.                     Implementation

6.                     Adoption

 

                     Staff anticipates that the Comprehensive Plan Update will be complete by Winter 2016.

 

 

 

 

 

BACKGROUND INFORMATION: 

                                          A Comprehensive Plan is a statement of the community’s vision for today and tomorrow. It represents the desires of the citizens and their goals for the community.

 

                     A Comprehensive Plan focuses on outlining a physical plan and business plan for the city. It is typically comprised of a number of interrelated elements such as land use, transportation, utilities, public services, socio-economic, and open space elements.

 

                     Upon adoption, a Comprehensive Plan provides the basis for Zoning and Subdivision Regulations. The plan should also be referred to in Capital Improvement Planning, Zoning Changes, Annexation Actions, and other choices made by the city.

 

                     The current Comprehensive Plan was adopted in 2004 after a lengthy public input process and planning effort.

 

                                          The 2004 Comprehensive Plan recommends that an update be performed at the earliest occurrence of the following criteria:

o                     McKinney population reaches 150,000

o                     An additional 7,000 acres are developed

o                     Seven years following the 2004 Plan

 

                     At the February 23, 2015 City Council Work Session, Council discussed and considered the potential need for a 10-Year Update to the Comprehensive Plan. Following this supportive discussion by the Council, Staff moved forward with a competitive bid process and project approach for the Comprehensive Plan Update.

 

                     The Comprehensive Plan Update process will be closely aligned with the Parks and Recreation Master Plan process.

 

Consultant Selection Process

                     Staff released a Request for Qualifications (RFQ) on March 29, 2015. Five firms responded to this RFQ (15-49 RFQ).

 

                     The Responses received were reviewed by an evaluation and advisory team. This evaluation and advisory team consisted of City Staff members from several departments, including:

o                     City Manager’s Office

o                     Planning Department

o                     Parks, Recreation and Open Space Department

o                     Engineering Department

o                     Purchasing Department

                     After evaluating the responses to the RFQ, the evaluation team conducted interviews with four firms. These interviews took place on May 11-12, 2015.

 

                     Kimley-Horn received the highest overall score from the evaluation and advisory team based on the firm’s response to RFQ and in-person interview. As such, Kimley-Horn was selected as the consultant for the Comprehensive Plan Update.

 

                     Since the conclusion of the selection process, City Staff has been negotiating a Scope of Services with Kimley-Horn in order to detail the necessary tasks for completion of the Comprehensive Plan Update.

 

FINANCIAL SUMMARY: 

                     The Professional Services Contract with Kimley-Horn includes a lump sum fee amount not to exceed $648,400.

 

                     Staff also estimates that additional City Expenses and Project Contingencies in the amount of $50,000 will be necessary to help carry out the professional, technical, support, outreach, and marketing activities necessary to complete a successful Comprehensive Plan process.

 

                     In an associated item on tonight’s agenda, Staff is requesting a budget amendment for an amount not to exceed $698,400 to support the Comprehensive Plan Update initiative.
