RECOMMENDED CITY COUNCIL ACTION:                     

                     Approve the resolution

 

ITEM SUMMARY: 

                     City Council approved the original resolution of participation on March 7, 2017 for participation under the North Texas Housing Assessment Collaborative. In July, 2017, the U.S. Department of Housing and Urban Development issued new data required to be used in the preparation of the Affirmatively Further Fair Housing (AFFH) Assessment. Viewpoint of new data requirement means additional time and cost is required to ensure accuracy for the increased volume of work required for the city’s benefit and to meet requirements.

                     The new timeline will be revised from January 2018 to June 2018 to incorporate new data (local and census). Entities under the agreement pay only their pro-rata share of the cost; McKinney’s share will not exceed $1,036.  McKinney residents and leaders will continue 2nd round of public meetings to get updates on data and give input toward the final draft.

 

BACKGROUND INFORMATION: 

                     Since March, 2017, the city has participated in the North Texas Regional Housing Assessment in partnership with cities, counties, and housing authorities.  The Housing Assessment partnership includes data and outreach support from the University of Texas at Arlington (UTA). With outreach, over 350 citizens have participated to date under stakeholder forums, public hearings, focus groups and surveys, voicing concerns and expressing interest in data analysis outcomes and recommendations under the study, which includes local and HUD data.

o                     After regional participants completed the first round of public hearings, information was received of data changes within the HUD study database. These critical data changes include: corrected opportunity indices at the census track and block group levels for all jurisdictions and the region; corrected opportunity index values by protected classes at the jurisdictional and regional level; new and corrected housing concerns; areas of concentrated poverty (R/ECAPS) that were incorrect, and updated Limited English Proficiency data.

o                     After assessing old data against new data for discrepancies, it was concluded new data was significant; to move forward with old data would risk the report being rejected by HUD and provide inaccurate information for local community development planning.  All assessments, stand-alone or under the Housing assessment partnership, are required to use the new datasets.

o                     The revised schedule is as follows:

                     Development of preliminary concerns from residents and resources (underway)

                                          Surveys (underway)

                                          Second round of public meetings and input (Mid-January to March, 2018)

                                           ** For McKinney, January 20, 2018 and March 22, 2018

                                          Final draft assessment and review (late May to June, 2018)

                     

 

FINANCIAL SUMMARY: 

                     The pro-rata share cost will not exceed $1,036 under the FY 2017-2018 agreement. No additional costs.  There is no impact to the general budget and no impact to the CDBG budget as the item is budgeted and approved.
