RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes a contract and all necessary supplemental agreements with Civil Consulting Group, PLLC, for engineering design services for Lake Forest Drive lanes 5 and 6 from SH 121 to McKinney Ranch Parkway for an amount not to exceed $190,000.
BACKGROUND INFORMATION:
• The additional lanes are needed because of increasing traffic volumes in the southwest quadrant of McKinney.
• The two new lanes will be constructed in the existing median.
• Civil Consulting Group submitted a response to RFQ 13-09 for Minor Roadway Design. They were one of ten firms shortlisted by City Council on February 5, 2013.
• Civil Consulting Group was selected for this project based on their experience with similar projects and their performance on other City of McKinney projects.
• Civil Consulting Group submitted a proposal for this project in the amount of $169,141.42. Their scope includes the following elements:
o Topographical and boundary survey;
o Design of the new travel lanes and modification of existing medians along Lake Forest Drive;
o Design of a right turn lane and a second left turn lane on eastbound McKinney Ranch Parkway at Lake Forest Drive;
o Design of a second left turn lane on northbound Lake Forest Drive at McKinney Ranch Parkway;
o Modification of the storm drainage systems along the project to accommodate the proposed improvements;
o Design of the modifications to the traffic signals at McKinney Ranch Parkway and SH 121;
o Coordination with TxDOT and franchise utilities;
o Bid phase services; and
o Construction phase services.
• The estimated construction cost of the project is $1,512,000.
• Design of this project is anticipated to take six months to complete. Construction is anticipated to begin in January 2015 and to be complete by June 2015.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and all necessary supplemental agreements with Civil Consulting Group for an amount not to exceed $190,000.
• Funding for this contract is included in the Capital Improvements Program (ST3209).
