RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution. 

 

ITEM SUMMARY: 

                     This Resolution authorizes a contract with Civil Consulting Group, PLLC, to provide consulting engineering and urban design services for the Historic Town Center Infrastructure Phase 2 Project for an amount not to exceed $550,000

                     The project includes the following elements:

o                     Paving, drainage, utility, and streetscape improvements on:

o                     Virginia Street from McDonald Street to Tennessee Street

o                     Kentucky Street from Hunt Street to Virginia Street

o                     Kentucky Street from Louisiana Street to Davis Street

o                     Traffic signal at the intersection of McDonald Street and Virginia Street

 

BACKGROUND INFORMATION: 

                     Engineering firms submitted qualification information in response to a Request for Qualifications of firms interested in the design of Historic Town Center Infrastructure Projects. 

                     Three firms were asked to present their qualifications for the Historic Town Center Infrastructure Phase 2 Project.  The three firms presented information to representatives of the Planning Department and Engineering Department. 

                     Through this process Civil Consulting Group, PLLC, was identified as the most qualified consultant to perform the required services. 

                     Civil Consulting Group is a local firm with their primary office located in McKinney.  Their proposed project team is experienced in both engineering and urban design principles necessary for this project. 

                     A proposal for the engineering and urban design services necessary for this project has been received from Civil Consulting Group in the amount of $515,081.31.

                     This project includes a schematic design phase that is not typical in most roadway design contracts.  The schematic design phase is necessary to develop a project layout that integrates the roadway, sidewalk and landscape elements, similar to those completed a few years ago on the Square and on Virginia Street.  The schematic design phase will include a public involvement process where the stakeholders will be actively involved. 

                     The design will be completed in approximately 15 months.  The schedule for the construction phase is not known because of the current lack of capacity to sell general obligation bonds.   

                     When funds needed for construction are available, the timing will be closely coordinated so that the work minimizes impact to the businesses and any scheduled events.  Consideration is being given to having the three roadway segments completed in separate timeframes instead of all three areas under construction at the same time.

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a design contract with Civil Consulting Group for an amount not to exceed $550,000. 

                     Funding for this design contract is available in the Capital Improvements Program (CO1206).

                     Construction of these improvements is planned as part of the 2012-2016 Capital Improvements Program; however, the availability of the funds is subject to the sale of bonds.
