ITEM SUMMARY:

                     This Resolution authorizes a contract with Freese and Nichols, Inc. (FNI), to provide consulting engineering services for the design of the Pearson Avenue and Related Drainage Improvements (Waddill Street to Kentucky Street) for an amount not to exceed $355,000.

 

BACKGROUND INFORMATION:

                     In 2015 the City was made aware of localized flooding in the vicinity roughly bordered by W. University Drive, Coleman Street, W. Erwin Avenue and N. Morris Street.

                     At the direction of Council, a flood study was performed by Freese and Nichols, Inc. (FNI) under separate contract to investigate the source of flooding.

                     On September 19, 2016 Council received a presentation from FNI and staff providing the study findings and recommended the “25-year Structure Alternative” option which consists of various storm water improvements along Pearson Avenue from approximately Byrne Street to Coleman Street and along Coleman Street north of Pearson Avenue.

                     Pearson Avenue has also been previously identified as needing street rehabilitation from Waddill Street to Kentucky Street which overlaps the limits of proposed drainage improvements.

                     Pearson Avenue has also been identified by Public Works staff as having a substandard wastewater main from Waddill Street to Kentucky Street which overlaps the limits of proposed drainage improvements.

                     Staff recommends that all proposed drainage improvements (per the FNI flood study recommendations), street rehabilitation, and replacement of the substandard wastewater main occur as one construction project.

                     Freese and Nichols, Inc. (FNI), submitted a response to RFQ 15-38 for Major Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015. 

                     Freese and Nichols, Inc. (FNI), submitted a proposal for this project in the amount of $322,807.00. Their scope includes the following elements:

o                     Design of a full-depth rehabilitation of the existing pavement along Pearson Avenue from Waddill to Kentucky.

o                     Design of a new wastewater main along Pearson Avenue from Waddill to Kentucky.

o                     Design of drainage improvements along Pearson Avenue (Waddill to Coleman), College Street (North of 1st Street), and Coleman Street (South of University Drive)

                     The preliminary opinion of probable construction cost is $2,220,000.

                     The fee for basic services is $214,815.00 (9.7% of the construction cost) and the fee for special services is $107,992.00 (4.9% of the construction cost).

                     Design of this project is anticipated to take 10 months to complete.  Construction is anticipated to begin as early as January 2018 and to be completed by July 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Freese and Nichols, Inc. (FNI), for an amount not to exceed $355,000.

                     Pending acceptance of an accompanying Resolution amending the FY 2017-2021 Capital Improvements Program budget to fund the project (CO1703), funding for this contract is included and will be available in the 5-year Capital Improvements Program in the amount of $2,935,000.

                     With the approval of this item $2,580,000 will remain in the project (CO1703).
