ITEM SUMMARY:
• This Resolution authorizes award of a contract with Burns & McDonnell Engineering Company, Inc. for Solid Waste Consulting Services and Development of a Solid Waste Management Strategy (SWMS).
BACKGROUND INFORMATION:
• Developing a comprehensive Solid Waste Management Strategy (SWMS) is a critical step to achieving sustainable materials management while aiming for the triple bottom line (economic/financial, social, and environmental).
• A SWMS will provide sustainable recommendations for solid waste, recycling, and resource recovery activities by evaluating the City’s policies, programs, and services, and developing potential goals, strategies, and alternative options to meet the most critical needs identified by the City over a 20 year horizon.
• As the City continues to experience annual population increases which stimulate growth in single- and multi-family housing, and commercial development, a SWMS will provide City staff with a principled strategy that is flexible and open to adaption based on the City’s changing needs, and does not tie City official’s hands fiscally and operationally.
• The City issued a request for proposal (20-53RFP) to solicit responses from qualified solid waste consulting firms to develop a Solid Waste Management Strategy for the City.

• Out of 963 supplier notifications, four (4) proposals were received on October 8, 2020.
• A committee comprised of staff from Public Works and Development Services, reviewed and ranked the proposals based on the following criteria:
o 30 Points: Firm’s Past Experience
o 20 Points: Qualifications and Role of Key Personnel
o 40 Points: Project approach
o 10 Points: Cost of Services
o 25 Points: Interview
• Based on the results of the evaluated proposals, the evaluation team interviewed two finalists.
• Of the two finalists, Burns & McDonnell were scored by the committee as the highest rated respondent.
• Contract amount for the full scope of services outlined in the proposal is $199,030.
