RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the attached Resolution.

 

ITEM SUMMARY: 

                     Through an associated Interlocal Agreement (ILA), the cities of McKinney, Frisco and the Frisco Independent School District (FISD) agreed to a joint project to construct pedestrian walkways and a pedestrian bridge over an existing drainage swale in Ash Woods Park.

 

                     The City’s portion of the trail design and development will be shared with the FISD on a 50/50 basis.

 

                     City staff worked with a design firm preparing the construction plans and specifications as needed for project bidding.

 

                     The project was bid in a manner that fulfills our legal obligations.

 

                     A total of 7 bids were submitted and accepted.

 

                     Wall Enterprises submitted the lowest bid for the construction of the project for an amount of $156,555.

 

                     This request would allow for a bid award for Walls Enterprises for construction of the Ash Woods Park Bridge project and allow for funds to include the base bid amount of $156,555 plus 10% ($16,000) for  construction contingency, for a total of $172,555.

 

BACKGROUND INFORMATION: 

                     Staff and the PROS Board recommend awarding the bid to Wall Enterprises for the construction of the Ash Woods Park Bridge project.

 

                     If approved, the contract allows for construction to begin in March 2016.

 

                     Construction should be completed before school starts next fall.

 

FINANCIAL SUMMARY: 

                     The Ash Woods Park Bridge project (PK4368) is a FY15-16 Capital Improvements Project funded by Parkland Dedication Funds and FISD contributions.

 

                     Preliminary project design and development costs were estimated to be $160,000.

 

                     Estimates were based on an original proposed trail alignment.

 

                     The trail alignment was revised due to the discovery of some underground utilities. 

 

                     The actual project costs are now $224,320, which includes all design and related fees ($51,762.26), construction costs ($156,554.95) and an approximate 10% construction contingency ($16,000.00).

 

                     In a concurrent CIP Amendment, staff is requesting additional construction funds as needed to pay the full project costs.

 

                     FISD has approved reimbursement of the cost in an amount of $104,158.61 (this number does not include the 10% contingency amount) with the balance being paid by the City.

                     On January 21, 2016, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract for the Ash Woods Park Bridge project to Wall Enterprises as recommended.
