RECOMMENDED CITY COUNCIL ACTION:
• Approval of this Ordinance.
ITEM SUMMARY:
• This Ordinance will accomplish the following:
o Establish the school zones and crosswalks for the new school opening in Frisco ISD for the 2012-2013 school year: Comstock Elementary School.
o Revise the school zones and crosswalks for Elliot Elementary School to reflect the changes within the school attendance boundaries.
o Modify the school zones and crosswalks for Mooneyham Elementary to accommodate the opening of Westridge Boulevard to Coit Road.
o Revise the boundary of the school zone along Joplin Drive for Minshew Elementary School by moving the southern limit to the property line between two residential lots and moving the northern limit of the school zone to a point north of the residential lots.
BACKGROUND INFORMATION:
• For the upcoming school year, Frisco ISD will open Comstock Elementary on Silverado Trail.
• The effective times for the school zones are established as follows:
o Morning school zones begin 45 minutes before the beginning of the school attendance period and end 15 minutes after arrival time.
o Afternoon school zones begin 15 minutes before the end of the school attendance period and end 45 minutes after dismissal time.
• The school attendance periods will be consistent with Frisco ISD schedule.
• The location of the proposed school zone for Comstock Elementary School is shown on the attached exhibit.
• The attendance boundaries for Elliot Elementary School have been adjusted allowing the school zone and crosswalk on Silverado Trail at Ironstone Lane to be removed.
• With Westridge Boulevard open to traffic to Coit Road, the school zones for Mooneyham Elementary School must be modified to include a school crossing on Westridge Boulevard at Eden Drive.
• The southern boundary of the school zone on Joplin Drive for Minshew Elementary School is currently located in the frontage of a residential lot. The zone will be extended by 10 feet to allow the school zone sign to be located at the property line between two residential lots.
• The northern boundary of the school zone for Minshew Elementary School is currently located between two residential lots on Joplin Drive and will be extended to a point 225 feet south of Lea Drive to accommodate the school flasher assembly.
FINANCIAL SUMMARY:
• Funds for this item are available in the operating budget of the Public Works Department.
