RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

ITEM SUMMARY:

This Resolution authorizes a contract with North Texas Contracting, Inc, for the construction of the Dudperkins Sanitary Sewer Improvements for an amount not to exceed $910,000.

BACKGROUND INFORMATION:

This project is necessary to replace outdated sanitary sewer lines that require frequent maintenance to function properly.

Grantham and Associates, Inc, prepared the construction plans for this project.

Four base bids for this project were received on June 23, 2011.  The following is a summary of the bids:

  Bid No.

  Bidder

  Bid Amount

  1

North Texas Contracting, Inc

$787,271.00

  2

Battson Contracting Company, Inc

$792,265.10

  3

WhiteWater Construction, Inc

$811,050.00

  4

RKM Utility Services, Inc

$1,172,033.20

In an attempt to minimize the disruption to residents caused by this work, each bidder was also required to submit an alternate bid with a larger portion of the project to be constructed by underground bore.  The lowest alternate bid was approximately $160,000 more than the lowest base bid.  Because of the substantial cost difference and because the bore work would still require some disruption to residents, it is recommended that this project be awarded to the lowest base bidder.

As can be seen in the above table, North Texas Contracting, Inc, submitted the low bid in the amount of $787,271.

References for North Texas Contracting, Inc, were verified in accordance with the contract documents.

The contract documents require that this project be completed within 180 calendar days after issuance of the Notice to Proceed.

FINANCIAL SUMMARY:

This Resolution authorizes a contract with North Texas Contracting, Inc, for an amount not to exceed $787,271.

Funds are available in the Capital Improvements Program in WW6025.
