APPROVAL PROCESS:  The Planning and Zoning Commission is the final approval authority for the proposed site plan.
 
STAFF RECOMMENDATION:  Staff recommends approval of the proposed site plan with the following conditions:
 
1.      The applicant satisfy the conditions as shown on the Standard Conditions for
Site Plan Approval Checklist, attached.
 
2.      The applicant receive approval of a Design Exception for a carriage style garage door.
 
Prior to the issuance of a building permit:
 
3.      The applicant revise the site and landscape plan to show a minimum 5' radius on both sides of the private drive at the Walker Street connection.
 
4.      The applicant revise the elevations to remove the "painted brick" callouts for the brick columns.
 
5.      The applicant revise the site and landscape plan to reference the lot as Lot 1, Block A of the Walker-Chestnut Addition.

ITEM SUMMARY:  The applicant is proposing to develop approximately 0.40 acres of land located on the northeast corner of Chestnut Street and Walker Street for eight (8) detached multi-family dwelling units. Site plans within the "MTC" - McKinney Town Center Zoning District can be approved administratively by Staff; however, the applicant has requested a Design Exception for the proposed rear-facing garage doors on each of the proposed units, discussed in further detail below.
