APPROVAL PROCESS:  The recommendation of the Planning and Zoning Commission will be forwarded to the City Council on July 16, 2013.
 
STAFF RECOMMENDATION:  Staff recommends approval of this item.
 
ITEM SUMMARY: As stated in the Implementation Section of the Comprehensive Plan, periodic refinements are necessary to keep the Comprehensive Plan up-to-date and calibrated to community changes. The current Comprehensive Plan underwent a major update in 2003-2004 and has also undergone several amendments since that time.
 
Staff is proposing minor amendments to the Master Thoroughfare Plan to reflect actual alignments of recently constructed roads, completed engineering and design projects and recently approved development agreements. Staff is also presenting minor text amendments to refine outdated text to reflect current conditions and integrate recently completed engineering/planning studies.
 
PROPOSED MINOR AMENDMENTS:
The Master Thoroughfare Plan illustrates the roadway alignments of built thoroughfares and conceptual alignments of future or planned thoroughfares. At the time that a thoroughfare is built or engineered, it becomes necessary to update the Master Thoroughfare Plan to reflect the engineered or built alignment of the thoroughfare.
 
The following are proposed updates to the Master Thoroughfare Plan resulting from recently engineered projects/plans and/or roadway construction. All proposed amendments reflect previous policy-based decisions.
  • Minor updates to reflect the actual alignment of recently constructed roadways.
  • Update of the Future Collin County Multimodal Transportation Corridor to reflect the most recently approved conceptual alignment by Collin County, and the conceptual alignment of the portion of the corridor that extends through the Trinity Falls Municipal Utility District, as illustrated in the approved Development Agreement.
  • Updates to technically preferred alignments of future arterial roadways within the Trinity Falls Municipal Utility District, as illustrated in the approved Development Agreement.
  • Minor alignment adjustments to future Custer Road north of US 380 to reflect current engineering designs.
  • Minor alignment adjustments to future Stonebridge Drive from Wilmeth Road to US 380 to reflect current engineering designs.
  • Updates to Old Mill Road/future FM 546 to reflect built conditions as well as current TxDOT engineering designs for the segment from SH 5 to east of Country Lane/Airport Road.
  • Reclassification of Industrial Blvd. to reflect built conditions.
  • Reclassification of the segment of Collin McKinney Parkway east of Hardin Boulevard to reflect the built conditions of its connection points east and west.
 
Staff is also proposing a list of relatively minor text amendments as described below. All proposed amendments reflect previous policy-based decisions.
  • Correcting typographical errors that have been discovered in the Transportation Element (Section 8) of the document.
  • Refining outdated text, graphics, and figures to reflect current conditions (i.e. traffic counts, transit service providers, regional information, etc.) in the Transportation Element (Section 8) of the document.
  • Integrating recently completed and approved updates of supporting engineering/planning studies and models (i.e. On-Street Bicycle Transportation Master Plan) in the Transportation Element (Section 8).
  • Refining the Future Land Use Plan and Future Land Use Plan Module Diagram maps (Section 7) to reflect the proposed updates to the Master Thoroughfare Plan.
