ITEM SUMMARY:
· This Resolution authorizes a supplemental agreement to a contract with Freese and Nichols, Inc. (FNI), to provide consulting engineering services for the design of Intersection Improvements to Custer Road at Stacy Road and Custer Road at Fountain View Drive.
BACKGROUND INFORMATION:
· FNI is currently under contract for engineering design services of intersection improvements for Custer Road at Stonebridge Drive and Community Avenue at Wilmeth Road.
· FNI submitted a response to RFQ 13-09 for Minor Roadway Design. They were one of ten firms shortlisted by City Council on February 5, 2013.
· The improvements to the intersection of Community Avenue and Wilmeth Road cannot be constructed this year due to the acquisition of right of way and the desire to complete the improvements over the summer so as not to impact McKinney North High School operations.
· The improvements to Custer Road at Stonebridge Drive need to occur this year to minimize the impacts of the Custer Road widening project being conducted by the City of Frisco beginning in late 2016.
· Staff has identified additional improvements needed along Custer Road to improve mobility and reduce congestion. These improvements can be designed in a timely manner and be included in the bid package for the Custer Road and Stonebridge Drive project.
· The additional improvements are to add a second westbound left turn lane on Stacy Road at Custer Road and adding a traffic signal to the Custer Road and Fountain View Drive intersection. The improvements at Custer Road and Fountain View Drive will include sidewalk modification to bring the intersection into compliance with ADA requirements.
· FNI submitted a proposal for the design of the additional improvements in the amount of $51,678.
· The estimated construction cost of the additional improvements is $310,000.
· The fee for basic services is $31,767 (10.2% of the construction cost) and the fee for special services is $19,111 (6.4 % of the construction cost).
· Design of this project is anticipated to take three months to complete. Construction is anticipated to begin in October 2015 and be completed in the spring of 2016.
FINANCIAL SUMMARY:
· Funding for this project is included in the Capital Improvements Program Project ST4220. The total project budget for ST4220 is $1,500,000.
· The intersection improvement projects at Stonebridge Drive and Custer Road and at Community Avenue and Wilmeth Road where planned as part of the umbrella project for intersection improvements and approved in the 2015-2019 CIP. Funding was available in ST4220 to incorporate additional intersection improvements in the project.
· This Resolution authorizes a supplemental to the design contract and any necessary supplemental agreements with Freese and Nichols, Inc., for an amount of $51,678.
· This will increase the total contract amount with Freese and Nichols, Inc. to an amount not to exceed $166,678.
· The remaining balance in ST4220 after the execution of this supplemental will be $1,333,322.
