Summary
The Community Grants Advisory Commission will discuss, consider, and act on the requests made for FY 2015-16 Funding Allocations in order to make recommendations to City Council.

RECOMMENDED COMMISSION ACTION:      
·      Discuss all Community Development Block Grant (CDBG) funding requests and recommend funding allocations for City Council's consideration and approval.
 
ITEM SUMMARY:  
§      On May 20 and May 21, 2015 the Community Grant Advisory Commission conducted public hearings to consider requests for Community Development Block Grant (CDBG) funding from city programs and 10 non-profit agencies.
§      The Community Grants Advisory Commission will make the final recommendations to City Council for approval.  Funding requests are reviewed  in accordance with the Strategic Plan goals expressed in the Housing and Community Development Consolidated Plan; statutory and program requirements and restrictions; service impacts to the community; past performance as applicable; duplication of services from other agencies; other sources of agency funding, and presentation critique as applicable.
 
BACKGROUND INFORMATION:  
·      The U.S. Department of Housing and Urban Development (HUD) notified the City of McKinney of its estimated allocation for FY 2015-16 in the amount of $703,940. Federal regulation requires 15% of the grant can be used for public services funding and only 20% may be used for grant administration.
·      Under these statutory requirements, the Public Services Grant program will have a total funding pool of $ 105,591.  The minimum grant award per agency applying for public services funding is $ 5,000.  The total budget for Grant Administration will equal $ 140,788, and Non-Public Services account for the remaining balance of $ 457,561 to be used for Housing and Community Services.  
·      Upon completion of the Commission's recommendations, staff will complete the report known as the Annual Action Plan.  The plan will be available for review and comment by the public for 30 days prior to approval by City Council during June 14-July 16, 2016.
 
FINANCIAL SUMMARY:  
·      The requests always exceed the allocation issued by HUD.
