RECOMMENDED ACTION:                     

                     Discuss and provide names of three PROS Advisory Board members to serve on a Visioning Advisory Committee for the Park Master Plan Update.

 

ITEM SUMMARY: 

                     In support of the Park Master Plan Update, Staff recommends the creation of a Visioning Advisory Committee in order to support and champion the process.

 

                     The Committee is intended to guide the outcome of this project, provide intermediary reviews of concepts and broad recommendations, and help ensure the plan aligns with the goals of the community.

 

                     Staff recommends that the Committee be comprised of the following:

 

o                     3 - PROS Board Representatives

                     Staff is requesting PROS Board appointments at the September 10th regular meeting.

o                     3 - McKinney Community Development Corporation (MCDC) Representatives

                     Staff requested MCDC appointments at their August 27th regular meeting.

o                     3- City Council Representatives

                     Staff requested City Council appointments at their September 15th regular meeting.

 

                     When considering appointments, it is important to note the anticipated time commitment required for Advisory Committee members. Three (3) Visioning Advisory Committee meetings are anticipated throughout the Park Master Plan Update process.  There will also be multiple public meetings with the general public and various stakeholders throughout the process at which the presence of Staff and Advisory Committee members will be important. 

 

                     Staff feels that the appointments from Council, MCDC and PROS Board will adequately represent the variety of needs and interests of the community.  However, there will still be a series of public input meetings and meetings with special interest groups throughout the process. 

 

                     At the September 15th Council meeting, Staff will also update the Council on who the appointments are from the PROS Board and the MCDC.

 

BACKGROUND INFORMATION: 

                     The existing Park Master Plan was adopted in 2009.

 

                     On June 16, 2015 City Council approved a project scope and contract with Halff Associates for professional services in support of the Parks Master Plan Update initiative. 

 

                     This new plan update will more accurately reflect the growth that the City is experiencing and will focus on future needs for inclusion in the parks system including: parkland acquisition needs; hike and bike trail development; and use of more current park and trail development standards.

 

                     This plan will be developed in conjunction with the Comprehensive Plan.  Staff envisions a collaborative process for development of both plans.
