RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY: 

                     This Resolution authorizes award of a fixed price contract with The Goodyear Tire & Rubber Company of Akron, Ohio for the Purchase and Delivery of Tires on an as needed basis.

 

BACKGROUND INFORMATION: 

                     The City issued Invitation to Bid 20-03FP, Purchase and Delivery of Tires on October 27, 2019.

                     In response to all notices published, four (4) bids were received on November 14, 2019 from:

o                     Continental BestDrive

o                     Southern Tire Mart, LLC

o                     Thomason Tire Inc.

o                     The Goodyear Tire & Rubber Company

                     An evaluation team comprised of City staff, reviewed and ranked the bids based on the following criteria:

o                     40% - Purchase Price

o                     40% - Bidder’s ability to meet the City’s needs

o                     20% - Reputation of the bidder and of the bidder’s goods or services verified through reference checks

                     The purpose of this contract is to provide the Fleet Department with the ability to utilize contractual services to obtain tires under a fixed price contract on an as needed basis.

                     Thomason Tire Inc. and Southern Tire Mart, LLC both provided references, however, the City received no responses from the references after multiple attempts via electronic survey, email, and phone. Initial time frame for responses was one week which was extended for an additional week for follow-up. Therefore, both suppliers were scored accordingly for the reference criteria.

                     The evaluation team recommends The Goodyear Tire & Rubber Company as the best value for the city.

                     Contract will commence on date of award and continue for one (1) year period with additional two (2) one-year terms.

 

 

FINANCIAL SUMMARY: 

                     Funding for these services is budgeted in account 002-9999-603-8415.
