ITEM SUMMARY:
• PSA currently has a lease with the City allowing for operations of a sports facility at Gabe Nesbitt Park.
• Facility operations include managing the facility and offering various youth sports programs to the public.
• The current lease area is limited to the space where the PSA building is located and land immediately adjacent to the building.
• PSA is planning on using the facility expansion area for outdoor sports.
• In addition, PSA has requested additional land as needed to offer outdoor soccer for 2nd grade leagues.
• Land is available in Serenity Park, a neighborhood park north of Eldorado and across the street from Gabe Nesbitt Park.
• PSA has requested use of Serenity Park for 2nd grade soccer games to be played on Saturdays.
• In order to offer the league, two (2) 35 X 70 fields would be needed.
• There is an existing ordinance that prohibits organized leagues from playing games or practice on City facilities unless they are classified as a Recognized User Group.
• McKinney Sports Authority is the only Recognized User Group who is authorized to offer outdoor soccer in McKinney.
• Written permission from the City is required for use of Serenity Park by PSA.
• Written permission would be in a form that would ensure compliance with City ordinances and other conditions recommended by the City’s legal counsel.
• Staff is requesting Board input on this item.
BACKGROUND INFORMATION:
• PSA entered into a lease agreement with the City of McKinney on February 17, 2014.
• The agreement is for an initial term of thirty (30) years with two (2), ten (10) year renewal options.
• Don Blackwood contacted the City and requested space at Serenity Park for two (2) 35 X 70 fields for 2nd grade soccer league games to be played on Saturdays for fall and spring soccer.
