RECOMMENDED CITY COUNCIL ACTION:
• Approve the resolution.
ITEM SUMMARY:
• This resolution authorizes an increase of $46,669.25 to the original not to exceed amount for construction materials testing services contract with Terracon Consultants.
• The City employs the services of an engineering testing laboratory to observe the contractor’s work by making certain inspections and to sample and test the materials being used to ensure they meet the plans and specifications.
• The original contract amount was for $15,828.50. This increase will bring the new contract total to $66,000 (to cover the original project scope) with a not to exceed budget of $91,000 (to cover the sky bridge component).
• With the addition of the sky bridge that Council recently approved to add to the project, additional materials testing will be required for this component and needs to be added to Terracon’s current contract. The sky bridge is not yet designed and the amount of money needed to cover the sky bridge portion is only an estimate.
• The new not to exceed amount will allow for a contract amendment for Terracon when the sky bridge is designed and the amount of materials testing needed is known.
• Additionally, the original amount of construction materials testing required for this project was an estimate and additional funds are needed to perform materials testing for the remaining concrete tests required for the completion of phase 2.
BACKGROUND INFORMATION:
• Terracon Consultants is currently under contract to perform construction materials testing at Bonnie Wenk Phase 2. They were selected from the City’s approved vendor pool for construction material testing services.
• Bonnie Wenk Phase 2 includes multiple playground areas, restrooms, a sky walk, parking, sports fields, and trails.
FINANCIAL SUMMARY:
• The Bonnie Wenk Park Phase II Project (PK3222) is a FY13-14 Capital Improvements Program funded by general obligation bonds, parkland dedication funds, donations, and a Collin County grant with a total project budget of $8,391,031.
