ITEM SUMMARY:
• This Resolution authorizes award of a fixed price contract with Brightview Landscape Services, Inc. of Blue Bell, PA and Incircle Management, Inc. of Colleyville, TX for Mowing and Grounds Maintenance.
BACKGROUND INFORMATION:
• The purpose of this contract is to provide the Parks and Recreation Department with the ability to provide mowing and grounds maintenance under a fixed price contract on an as needed basis.
• The City issued Invitation to Bid 21-24FP, Mowing and Grounds Maintenance on April 4, 2021.

o 17 Historically Underutilized Business (HUB) Vendors were notified.
• In response to all notices published, seven (7) bids were received on April 29, 2021 from:
o Brightview Landscape Services, Inc.
o DWW Landscape Inc
o Good Earth Corporation
o Incircle Management, Inc.
o Lawn Star Landscape
o SRH Landscapes LLC
o Yellowstone Landscape LLC
• An evaluation team comprised of City staff reviewed and ranked the bids based on the following criteria:
o 40%-Purchase Price
o 27%- Reputation of The Bidder and of The Bidder’s Goods or Services Verified Through Reference Checks
o 10%-Accountability and Inspection methods
o 20%-Equipment
o 3%-Local Vendor Preference
• The evaluation team recommends Brightview Landscape Services, Inc. and Incircle Management, Inc. as the best value for the city.
• Brightview Landscape Services, Inc. was selected to be awarded lines 3.1-3.37 and line 6.1. Incircle Management, Inc. was selected to be awarded 1.1-2.12 and lines 4.1-6.1. Awarding separate sections was found to be most cost effective to the City.
• Contract will commence on date of award and continue for one (1) year period with additional two (2) one-year terms.
FINANCIAL SUMMARY:
• Funding for these services is budgeted in account 001-4306-453-8516.
