RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of the attached Resolution.

 

ITEM SUMMARY: 

                     The Comegy’s Creek Hike and Bike trail project is a trail connection along the Wilson Creek corridor that provides a safe route from Malvern Elementary to the McKinney Community Center and linking the trail to the Wilson Creek trail at Towne Lake.

                     City staff worked with David C. Baldwin, Inc., a landscape architecture firm, preparing the construction plans and specifications as needed for project bidding.

 

                     The project was bid in a manner that complies with State Law.

 

                     A total of five (5) bids were submitted and accepted.

 

                     North Rock Construction, LLC submitted the lowest bid for the construction of the project for an amount of $948,232.64.

 

BACKGROUND INFORMATION: 

                     David C. Baldwin, Inc. along with Staff support, recommend awarding the bid to North Rock Construction, LLC for the construction of the Comegy’s Creek Hike and Bike Trail project.

 

                     If approved, the contract allows for construction to begin in March 2017 with a September 2017 deadline for completion.

 

FINANCIAL SUMMARY: 

                     The Comegy’s Creek Hike and Bike Trail project (PK4326) is a FY16-17 Capital Improvements Project.

 

                     Preliminary estimated project design and development costs were budgeted at $1,043,000.

 

                     Final project design and development costs are $1,133,000.

 

                     In a concurrent CIP Amendment, staff is requesting additional construction funds ($90,000) as needed to pay the full project design and development costs.

BOARD OR COMMISSION RECOMMENDATION:

                     On February 9, 2017, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract for the Comegy’s Creek Hike and Bike Trail project to North Rock Construction, LLC as recommended.
