RECOMMENDED ACTION:                     

                     Approve recommendation to the McKinney Community Development Corporation and City Council.

ITEM SUMMARY: 

  • This item recommends authorizing a contract amendment with Manhattan Construction, the Construction Manager at Risk for the McKinney Aquatics and Fitness Center (MAFC), located at 3003 Alma Road, for an amount not to exceed $1,406,750 for the construction of Phase 2 of MAFC.

 

BACKGROUND INFORMATION: 

                     On May 6, 2014, a professional services contract was authorized to provide Construction Manager at Risk (CMAR) services related to the preconstruction phase of the Aquatics and Fitness Center located at Gabe Nesbitt Community Park for an amount not to exceed $22,000 based upon a proposal for $18,000 in fees for pre-construction services and fees of 2.25% for construction services.

                     On June 22, 2015, an amendment to the CMAR professional services contract for the establishment of a Guaranteed Maximum Price (GMP) was authorized for an amount not to exceed 30,450,000 which included a contingency line item of $198,641.

                     During the design process, it was discussed that future potential design elements for Phase 2 of the Aquatics and Fitness Center should be considered.  Those elements include:

o                     The construction of an east-west park road connecting Alma Road and the existing park road to the east along with additional parking to the south of the new east-west connection.

o                     The construction of a curved site wall with a monument sign for both the Aquatics and Fitness Center and Gabe Nesbitt Park located at the northwest corner of the project site near the intersection of Eldorado Parkway and Alma Road.

o                     The construction of up to three additional water slides that could be installed on the originally designed tower structure for the one slide included in the base project.

                     The estimated total cost of the proposed alternatives for the park road and parking, the site wall, and all three slides is $1,406,750; a spreadsheet is attached for clarification.

                     With this approval, Manhattan Construction is scheduled for project completion for December 2016.

 

FINANCIAL SUMMARY: 

                     This item recommends authorizing a contract amendment to the existing Construction Manager at Risk services contract for construction services and potential changes to that scope of services, with Manhattan Construction Company for an amount not to exceed $1,406,750.

                     The McKinney Aquatics and Fitness Center Project (PK7102 / 4B1409) is a Capital Improvements Program funded by general obligation funds, MCDC funds, and parkland dedication funds with funds currently available for this contract amendment.

                     On November 17, 2015, a similar agenda item will be presented to the City Council for their approval.

                     On November 19, 2015, a similar agenda item will be presented to the McKinney Community Development Corporation for their approval.
