RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Resolution.
ITEM SUMMARY:
· This Resolution authorizes the Interim City Manager to enter into a Local Project Advance Funding Agreement (LPAFA) with TxDOT to furnish and install city-wide bicycle signage.
BACKGROUND INFORMATION:
· In 2012 bicycle signs "Bike May Use Full Lane" were installed on the major arterial roadways in locations identified in the City of McKinney On-Street Bicycle Transportation Master Plan.
· On November 6th, 2012 Council supported a resolution authorizing city staff to submit an application for this Transportation Enhancements grant.
· The McKinney application was ranked third out of 18 submissions for the eastern subregion of the metroplex.
· This project proposes to install "Bike May Use Full Lane" signs and signs denoting bicycle boulevard routes on collector and residential roadways identified in the City of McKinney On-Street Bicycle Transportation Master Plan.
· Staff will investigate the possibility of installing "sharrow" markings on one street to further education of the public for this type of treatment.
· The project is scheduled to be completed by the end of 2016.
· The signs are being installed to promote bicycle routes along residential and collector streets; increase connections to neighborhoods, schools, libraries, parks, shopping, and downtown; and increase driver awareness of bicyclists on roadways and travel lanes.
FINANCIAL SUMMARY:
· The total project cost is estimated to be $250,000.
· A $50,000 match fund will be provided by the grants budget. The remainder balance of $200,000 will be reimbursed by TxDOT.
