BACKGROUND INFORMATION:

                     Per the 2012-2013 Water Master Plan, the new pump station facility and transmission line is needed to provide additional pumping and storage capacity for the growing City population and businesses.

                     The pump station will have an initial capacity of approximately 20 MGD for the 850 Service Area.  The pump station to be master planned for an ultimate total capacity of 50 MGD (40 MGD firm) for the 850 Service Area.

                     BGE submitted a response to RFQ 15-36 for Utility Design.  They were one of five firms shortlisted by City Council on October 20, 2015.

                     BGE submitted a proposal for this project in the amount of $623,517.00. Their scope includes the following elements:

o                     Design of the Redbud Pump Station 850 PP Transmission Water Line, which consists of approximately 8,000 linear feet of new 42-inch diameter water main from the Redbud Pump Station to a connection to an existing 30-Inch Water Transmission Main located along Hardin Blvd. near the proposed Hardin Boulevard/Bloomdale Road intersection;

o                     Preparation of right-of-way and easement documents;

o                     Bid and construction phase assistance to the City.

                     The preliminary opinion of probable construction cost is $4,968,600.

                     The fee for basic services is $402,585.00 (8.1% of the construction cost) and the fee for special services is $220,932.00 (4.4% of the construction cost).

                     Design of this project is anticipated to take eight months to complete.  Construction is anticipated to begin as early as fall 2017 and be completed by summer 2018.

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Brown & Gay Engineers, Inc. (BGE) for an amount not to exceed $686,000.
