ITEM SUMMARY:
· This Ordinance will modify the speed limit on Industrial Boulevard from Airport Drive eastward to the McKinney National Airport from 40 mph to 35 mph.
BACKGROUND INFORMATION:
· Industrial Boulevard is a 4-lane divided roadway that extends from McDonald Street (SH 5) eastward to McKinney National Airport with a speed limit of 40 mph.
· The character of Industrial Boulevard changes east of Airport Drive as the roadway ends at McKinney National Airport. Airport Staff requested an evaluation of the current speed limit due to observed driver behavior.
· When developing a recommendation for a speed limit, the following factors should be considered:
o The design speed of the roadway.
o The measured 85th percentile speed.
o The established speed limit on adjacent section of the same roadway.
o The adjacent land uses along the roadway.
· A design speed of 45mph was used for construction of this arterial.
· Majority of the land east of Airport Drive is zoned for airport related applications, although there are areas with no development.
· The current established speed limit along Industrial Boulevard is 40mph.
· A speed study was conducted in April 2015 at several different locations along this section of Industrial Boulevard. The 85th percentile speeds were determined to fluctuate between 35 mph and 43 mph along the entire corridor.
· Due to the above factors, a speed limit of 35 mph is recommended on Industrial Boulevard from Airport Drive to a point 1700 feet east of Airport Drive (McKinney National Airport).
FINANCIAL SUMMARY:
· The installation of the speed limit signs associated with this item is in the operating budget of Public Works.
