APPROVAL PROCESS: The recommendation of the Planning and Zoning Commission will be forwarded to the City Council at the December 19, 2023 meeting.
STAFF RECOMMENDATION: Staff recommends approval of this item.
ITEM SUMMARY:
• Staff is proposing amendments to the Master Thoroughfare Plan to reflect the final alignments of two state thoroughfares - U.S. 380 Bypass and Spur 399, which were recently finalize by the Texas Department of Transportation (TxDOT). Additionally, Staff also proposes minor changes for revised thoroughfare alignments and classifications based on the recently approved TxDOT alignments and other completed engineering studies within the last year.
• While the proposed amendment establishes a modified Master Thoroughfare Plan, it does not incorporate any associated land use changes or potential impacts to the Preferred Scenario Diagram or Land Use Diagram of the ONE McKinney 2040 Plan. In the coming year, Staff will be pursuing a separate amendment follow any necessary public engagement regarding impacts to the Preferred Scenario Diagram and the Land Use Diagram.
PROPOSED AMENDMENTS
The Master Thoroughfare Plan illustrates the roadway alignments of built thoroughfares and conceptual alignments of future or planned thoroughfares. The Texas Department of Transportation (TxDOT) has determined the alignment of two thoroughfares within the city - U.S. 380 Bypass and Spur 399. It is necessary to align the Master Thoroughfare Plan to reflect these changes and the connection of the City’s thoroughfares to these roadways.
The following are proposed updates to the Master Thoroughfare Plan resulting from the alignments of various state and county roadways.
• The alignment of U.S. 380 Bypass has been added as a Major Regional Highway/Multi-Modal thoroughfare.
o Connections to Independence Parkway, U.S. Highway 380, Bloomdale Road, Trinity Falls Parkway, Wilmeth Road, and Unnamed 2 have been added.
o A segment of U.S. Highway 380 has been reclassified to a Principal Arterial.
o A minor realignment of Bloomdale Road between U.S. Highway 380 Bypass and Community Avenue has been added to match built conditions.
o Unnamed D has been removed in areas where it overlapped with U.S. Highway 380 Bypass or Spur 399. The remaining segment has been renamed as Telephone Road.
o The remaining segment of Telephone Road south of U.S. Highway 75 has been reclassified to a Major Arterial and realigned to connect to Unnamed 3.
o A Major Arterial (Unnamed G) has been added to connect from Unnamed 3 to U.S. Highway 380 Bypass.
• The alignment of Spur 399 has been added as a Major Regional Highway/Multi-Modal thoroughfare.
o The remaining segment of Unnamed D south of FM 546 has been reclassified to a Major Arterial.
o Unnamed 1 has been realigned.
• FM 546 has been realigned to mirror the Collin County study of the thoroughfare.
• County Club Road has been added as shown in the Town of Fairview plans.
• Collin County Outer Loop has been realigned to match the acquisition of right-of-way for the thoroughfare.
BACKGROUND INFORMATION:
• As stated in the Implementation Section of the ONE McKinney 2040 Comprehensive Plan, periodic refinements to the plan are necessary to keep the plan up-to-date and calibrated to community changes, experiences implementing the plan and external changes in the economy, demographics, technology or other factors.
• Though these minor amendments have helped to keep the Comprehensive Plan current, they are considered non-substantive in nature and do not update the overall policy framework or guiding elements that were established in the ONE McKinney 2040 Comprehensive Plan.
