ITEM SUMMARY:

                     This Resolution authorizes a contract with CH2M Hill, Inc. to provide consulting engineering services for the design of Hardin Boulevard Lanes 5 & 6 from SH 121 to McKinney Ranch Parkway and McKinney Ranch Parkway Improvements from Hardin Boulevard to US 75 for an amount not to exceed $750,000.

 

BACKGROUND INFORMATION:

                     Hardin Boulevard is the last roadway to be widened in a series of systematic north-south roadway improvements along the SH 121 corridor in order to increase mobility and drive economic growth.  It will be widened to provide a third through lane in each direction from McKinney Ranch Parkway to SH 121.  Additionally, southbound left turn lanes will be added at SH 121.  At the intersection of McKinney Ranch Parkway and Hardin Boulevard, a second southbound left turn lane and an eastbound right turn lane will be added.  

                     In May of 2016 McKinney residents voted in favor of a McKinney Independent School District (MISD) bond package that included a football stadium at the corner of Hardin Boulevard and McKinney Ranch Parkway.  As part of the improvements required with the development of the stadium, MISD will be constructing all four lanes of McKinney Ranch Parkway along the frontage of their property. 

                     Currently along McKinney Ranch Parkway, there are three other developments that have constructed other portions of McKinney Ranch Parkway.  The improvements planned as part of this project will construct the remaining portions of McKinney Ranch Parkway from the MISD property to US 75.

                     This project will increase the capacity of Hardin Boulevard and McKinney Ranch Parkway in order to accommodate increased traffic demand from the proposed stadium and subsequent development.

                     CH2M Hill, Inc. submitted a response to RFQ 15-38 for Major Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015. 

                     CH2M Hill, Inc. submitted a proposal for this project in the amount of $679,276.43.  The proposal includes the design as well as 3rd party construction inspection.

                     The preliminary opinion of probable construction cost is $3,074,166.90.

                     The fee for basic services is $273,118.25 (8.9% of the construction cost) and the fee for special services is $406,158.18 (13.2% of the construction cost).

                     Design of this project is anticipated to take six months to complete.  Construction is anticipated to begin in January 2017 and to be completed by August 2017.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with CH2M Hill, Inc. for an amount not to exceed $750,000.                     

                     A concurrent item has been placed on this agenda for the consideration of a budget amendment that will create a project in the Capital Improvements Program for McKinney Ranch Parkway (ST1614).

                     McKinney Ranch Parkway will be funded by roadway impact fees.

                     Upon approval of the budget item, funding for this project will be available in the Capital Improvements Program.

                     With the approval of this item, $860,000 will remain in project ST3211, and $2,340,000 will remain in ST1614.
