ITEM SUMMARY:
• This Resolution authorizes award of a fixed price contract with Aqua Bore, LLC of Terrell, Texas for Drainage Boring Services.
BACKGROUND INFORMATION:
• The City issued the Invitation to Bid 19-55FP, Drainage Boring Services on August 4, 2019.

o 773 matching eBid Supplier Notifications
• In response to all notices published, four (4) bids were received on August 22, 2019 from:
o Hayes Construction, LLC
o Atkins Brothers Equipment Co., Inc.
o Aqua Bore, LLC
o Russo Diamond Supply, LLC
• An evaluation team comprised of three City employees, reviewed and ranked the bids based on the following criteria:
o Purchase Price
o Reputation of the bidder and of the bidder’s goods or services verified through reference checks
o Extent to which the goods or services meet the City’s needs
o Response time
• The purpose of this contract is to provide the Surface Water Drainage/Street Division with the ability to utilize contractual services to perform various drainage boring services under a fixed price contract on an as needed basis. The drainage boring service is typically utilized as on grade directional boring with the installation of drainage pipe in residential areas.
• The evaluation team recommends Aqua Bore, LLC of Terrell, Texas as the best value for the city.
• Contract will commence on date of award and continue for a one (1) year period with additional two (2) one-year renewal terms.
FINANCIAL SUMMARY:
• Funding for these services is budgeted in account 006-4505-503-8516.
