RECOMMENDED CITY COUNCIL ACTION:
· Approval of the attached Resolution.
ITEM SUMMARY:
· The Sonntag neighborhood/school park project was designed utilizing public input and an interest in addressing the recreational needs of the neighborhood and adjacent school.
· Park design concepts included several sustainability initiatives including water conservation, storm water management, and native plant vegetation.
· The park will include two play structures, splash pad, pavilion, parking, lighting and a hike and bike trail loop around the park.
· A total of seven bids were submitted and accepted.
· North Rock Construction, LLC submitted the lowest bid for the construction of the project (including add alternates 1,2,4,5, and 6) for an amount not to exceed $1,957,716.
o The following add alternate bid items have been included:
· LED lighting along the hike and bike trail.
· Demolition and rebuild the 10' hike and bike trail along Reagan Drive to bring it into ADA compliance.
· Playground for Ages 2-5.
· Playground for Ages 5-12.
· Water crossing and connection at Reagan Drive utilizing a boring technique.
BACKGROUND INFORMATION:
· Teague, Nall and Perkins, Inc., along with staff support, recommend awarding the bid to North Rock Construction, LLC for the construction of the Sonntag neighborhood/school park project.
· If approved, the contract allows for construction to begin in April 2015 with a September 2015 deadline for completion.
FINANCIAL SUMMARY:
· The Sonntag Neighborhood/School Park project (PK9140) is a FY14-15 Capital Improvements Project funded by General Obligation Bonds and Parkland Dedication Funds in an amount of $2,275,000.
· In a concurrent CIP Amendment, staff is requesting additional construction funds in the amount of $140,000 to be appropriated from Parkland Dedication Funds Zone 3.
· Unencumbered project funds currently total $1,919,176.
· Below is a breakdown showing what the new project total budget ($2,415,000) would be if the additional funds of $140,000 is approved.
o Architectural and Engineering Design Fees $ 355,824
o Construction Contract $1,957,716
o Contingency (approx. 5%) $ 101,460
