RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:  
·      This resolution will reject all proposals associated with 15-30RFP Golf Course Management Services.
 
BACKGROUND INFORMATION:        
·      The City of McKinney issued a Request for Proposals (15-30RFP) for Golf Course Management Services in December 2014, to assess the market and ensure the City of McKinney was receiving the best value with our current Contract.
·      Proposals for 15-30RFP were opened on January 15, 2015.
·      A total of three proposals were received from Golf Resources, Inc.; Infinity Lawn & Landscape, LLC; and DWW Golf Management LLC (current golf course management company)
·      A committee of five evaluators (three from PROS, one from Purchasing and one from Finance) reviewed and ranked the proposals based on the following criteria:
o      No less than (5) years of experience of firm in management of municipal or public golf courses.  Knowledge of public golf course management is required.
o      Operating plan, maintenance and management approach as well as performance guarantees.  Proposals that are most likely to increase usage of the golf course and to improve the golfing experience of the citizens will earn maximum points.
o      Financial plan and financial resources of the proposer.
o      Professional qualifications and experience of the individuals who will be assigned to this project, staffing plan quality and comprehensiveness.  Professional references required as part of submittal.
o      Compensation to the City for use of the golf course.
·      Based on evaluations, it has been determined that the existing contract with DWW Golf Management LLC is the best value.  Staff, therefore, recommends that the City reject all proposals.
