RECOMMENDED CITY COUNCIL ACTION:      
·      Adopt Resolution amending the Third Meet and Confer Agreement with the Professional Fire Fighters of McKinney, IAFF Local 2661
 
 
ITEM SUMMARY:  
·      On June 17, 2014, City Council adopted a resolution ratifying the Third Meet and Confer Agreement with the Professional Fire Fighters of McKinney (PFFM), formerly McKinney Fire Fighters Association (MFFA).
·      The term of the Third Meet and Confer Agreement with the PFFM is from October 1, 2014 to September 30, 2017.
·      The Third Meet and Confer Agreement with the PFFM includes the creation of Association Business Leave, which mandates the assessment from each member of the bargaining unit two and one-half (2.5) hours of vacation leave time from members who work forty (40) hours a week and four (4) hours of vacation leave time from members who work fifty-six (56) hours a week
·      Due to the timing of the execution of this Agreement, it is necessary to extend the duration of the period prior to the initial assessment of hours to be donated to the ABL pool to 120 calendar days from the original 60 calendar days following execution of the Agreement.
·      For each subsequent year, these hours will be assessed from the first full period in January.
·      The Agreement also includes a sick leave payout for PFFM members who meet a set of established criteria upon retirement from the City.
·      These criteria will be amended to establish a declaration window during which the PFFM member must declare his or her retirement between 365 and 545 days in advance.
·      City and Association teams have agreed to the amendments to the previously ratified agreement.
 
BACKGROUND INFORMATION:  
·      Previous Council action pertaining to Fire Meet and Confer:
o      December 1, 2008 - Resolution No. 2008-12-191-(R) passed recognizing the MFFA for the purpose of Meet and Confer discussions.
o      December 15, 2009 - Resolution No. 2009-12-152-(R) passed rescinding Resolution No. 2006-03-050 pertaining to revised Fire Department policies agreed upon in Meet and Confer discussions.
o      May 17, 2010 - Resolution No. 2010-05-060-(R) passed adopting the First MFFA Meet and Confer Agreement.
o      February 7, 2012 - Resolution No. 2012-02-016-(R) passed adopting the First Amended and Restated MFFA Meet and Confer Agreement.
o      May 15, 2012 - Resolution No. 2012-05-065-(R) passed adopting the Second Amended and Restated MFFA Meet and Confer Agreement.
o      June 17, 2014 - Resolution No. 2014-06-069-(R) passed adopting the Third Amended and Restated PFFM Meet and Confer Agreement.
 
FINANCIAL SUMMARY:  
·      This agreement gives structure to anticipated salary and benefit cost increases needed to maintain market competitiveness.
