RECOMMENDED CITY COUNCIL ACTION:  Approve Resolution

ITEM SUMMARY:

                     Contract will authorize the Collin County Elections Administrator to conduct the City Council General Election to be held on Saturday, May 14, 2011

                     This resolution also authorizes a Joint Election Agreement between the City of McKinney, the Frisco Independent School District, the McKinney Independent School District, Allen Independent School District, and Prosper Independent School District to hold a Joint Election on May 14, 2011.

                     The Joint Election Agreement will allow McKinney voters to be provided with a joint ballot that will include the City of McKinney, the McKinney Independent School District, Frisco Independent School District, Allen Independent School District, and Prosper Independent School District elections, as well as any special issues. 

                     The following services will be provided by the County: retention, training and compensation of election workers; election equipment, supplies and tabulation of election results; conduct joint early voting by mail and in person; and joint election day voting.

                     The City will be responsible for the following: calling the May 14, 2011 General Election; posting and publication of the election notices; official canvass of the election results; and submission to U.S. Department of Justice.

                     The Joint Election Agreement will allow for shared costs associated with the holding of this election. 

                     Early Voting Polling locations, within the City of McKinney, proposed this year are:

o                     McKinney Performing Arts Center

o                     Collin County Community College Central Park Campus

o                     Collin County Elections Office in McKinney

o                     Fire Station #5

o                     City and School District voters may vote at any of the additional Early Voting locations open under full contract services with the Collin County Elections Administration

 

                     Early voting will be conducted as follows:

o                     Monday, May 2                                             8:00 a.m. to 5:00 p.m.

o                     Tuesday, May 3                                          8:00 a.m. to 5:00 p.m.

o                     Wednesday, May 4                                          8:00 a.m. to 5:00 p.m.

o                     Thursday, May 5                                          8:00 a.m. to 7:00 p.m.

o                     Friday, May 6                                          8:00 a.m. to 5:00 p.m.

o                     Saturday, May 7                                          8:00 a.m. to 5:00 p.m.

o                     Monday, May 9                                          7:00 a.m. to 7:00 p.m.

o                     Tuesday, May 10                                          7:00 a.m. to 7:00 p.m.

 

                     Election Day Polling locations proposed this year are: 

o                     City Hall

o                     Burks Elementary School

o                     Valley Creek Elementary School

o                     Dowell Middle School

o                     Collin County Community College, Central Park Campus

o                     Scoggins Middle School

o                     Fire Station #7

                     

                     Election Day Voting will be conducted from 7 a.m. to 7 p.m. on May 8, 2010

FINANCIAL SUMMARY:  The City’s cost for this Joint Election will be approximately $20,000. This cost is subject to change should any of the contracting entities cancel their election.  The funds for this item will come from the General Fund budget.
