RECOMMENDED CITY COUNCIL ACTION:
• Discuss and provide feedback on the composition of an advisory committee for the 10-Year Comprehensive Plan Update.
ITEM SUMMARY:
• In support of the 10-Year Comprehensive Plan Update, Staff recommends the creation of an Advisory Committee in order to support and champion the Update process.
• The Advisory Committee is intended to be a review, input and directional team in order to provide a community-based sounding board for the ideas and scenarios developed as part of the planning process.
• In order to capture the different interests of the community, the composition of the Advisory Committee should be structured in such a way that it reflects a range of interests and perspectives for McKinney.
• As such, Staff recommends that the Advisory Committee be comprised of the following:
o County/ETJ Representatives
o Town Center/Downtown Representatives
o McKinney National Airport Representatives
o District 1-4 Representatives
o Community Advocates
(e.g. government transparency, special interest groups, environmental groups, neighborhood associations, etc)
o Development and Real Estate Representatives
(e.g. local/regional developers, homebuilders, professional associations, etc)
o Economic Development Representatives
(e.g. Chamber of Commerce, MEDC, local business, major employers, etc)
o Community Development Representatives
(e.g. quality of life, culture/heritage, fair housing, etc.)
o Planning and Zoning Representatives
o Education/School District Representatives
o Former City Leaders/City Council Members
o Active Interest Stakeholders
• In the attached document (titled: “Advisory Committee Appointments”), Staff respectfully requests that each City Council member appoint three members to the Advisory Committee based on the representative categories outlined for each Council seat.
• When considering appointments, it is important to note the anticipated time commitment required for Advisory Committee members. Staff has targeted up to six (6) Advisory Committee meetings throughout the Comprehensive Plan process, in addition to community outreach events (i.e. Oktoberfest) at which the presence of Staff and Advisory Committee members will be important. The first anticipated meeting is targeted for the evening of September 2.
• Although Staff has aimed to include a variety of interests and interest groups on the Advisory Committee, there may be additional representation groups that the Council feels are important to include. At the Council’s discretion, Staff is happy to include those additional representatives on the Advisory Committee.
• Based on feedback received, Staff will coordinate with Council on potential candidates over the next two weeks and will present a list of potential committee members to the Council at the August 18th meeting for formal action.
BACKGROUND INFORMATION:
• At the February 23, 2015 City Council Work Session, Council discussed and considered the potential need for a 10-Year Update to the Comprehensive Plan. Following this supportive discussion by the Council, Staff moved forward with a competitive bid process and project approach for the Comprehensive Plan Update.
• On June 16, 2015 City Council approved a project scope and contract with Kimley-Horn and Associates for professional services in support of the Comprehensive Plan Update initiative.
• A Comprehensive Plan is a statement of the community’s vision for today and tomorrow. It represents the desires of the citizens and their goals for the community.
• A Comprehensive Plan focuses on outlining a physical plan and business plan for the city. It is typically comprised of a number of interrelated elements such as land use, transportation, utilities, public services, socio-economic, and open space elements.
• Upon adoption, a Comprehensive Plan provides the basis for Zoning and Subdivision Regulations. The plan should also be referred to in Capital Improvement Planning, Zoning Changes, Annexation Actions, and other choices made by the city.
• The current McKinney Comprehensive Plan was adopted in 2004 after a lengthy public input process and planning effort.
• The 2004 Comprehensive Plan recommends that an update be performed at the earliest occurrence of the following criteria:
o McKinney population reaches 150,000
o An additional 7,000 acres are developed
o Seven years following the 2004 Plan
