ITEM SUMMARY:

This Resolution authorizes an amendment to the existing professional services contract with Don Jackson Construction (DJC) Company related to the design and construction of the Airport Transient Hangar located at McKinney National Airport for a Guaranteed Maximum Price (GMP) in an amount not to exceed $1,649,601, which includes previous amounts authorized.  This amount is $169,000 over the original estimates.

There were several key factors contributing to the overage:

o                     Geo Technical Services found soil conditions extremely poor at the airport.  Extensive soil and foundation work have to be completed to support hangar.

o                     Foam Fire suppressing/ differing interpretations of governing fire codes and hangar designations require a foam suppression system.

o                     Utility and Roadwork  installed will provide savings for future hangar development.

A Design / Build contract for preconstruction services only, including a not to exceed amount of $85,000, with the firm of Don Jackson Construction Company was authorized by City Council on November 18, 2014.

BACKGROUND INFORMATION:

The McKinney Community Development Corporation in August 2014 decided to provide $1.5 million of funding for the Airport Transient Hangar.

Subsequently an additional $200,000 is being authorized for this project for this project in a separate agenda item.

City Council was previously presented a business plan showing the need for the new hangar for the storage of transient aircraft.

FINANCIAL SUMMARY:

The Resolution authorizes an amendment to the existing professional services contract for Design / Build services with Don Jackson Construction Company for a total contract amount not to exceed $1,649,601.

A separate agenda item increases the initial project budget of $1,500,000 by $200,000.

The McKinney Airport Transient Hangar (AI4369) project is included in the FY14-15 Capital Improvements Program with funds currently available for this contract.

BOARD OR COMMISSION RECOMMENDATION:

On November 10, 2014, the McKinney Airport Board recommended to City Council that Don Jackson Construction Company be awarded the Design / Build services contract for the McKinney Airport Transient Hangar.
