RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     The resolution authorizes the Interim City Manager to execute a contract in the amount of $62,200.00 with Kimley Horn Inc., as well as all required supplemental agreements for the design of a retaining wall along Hardin Boulevard as shown on the attached map.  The aggregate contract amount, including any supplemental agreements is not to exceed $80,000.00.

 

BACKGROUND INFORMATION: 

                     The City of McKinney maintains the retaining walls and fencing along Hardin Boulevard from Downhill Lane to Trailwood Drive. 

                     The retaining wall along the west side of Hardin as identified in the location map is in poor shape and in need of repairs.

                     Kimley Horn is well qualified to design the retaining wall and is one of the City’s prequalified design firms. Kimley Horn submitted a response to RFQ 15-38 for Roadway Design.  They were one of ten firms shortlisted by City Council on October 20, 2015.

                     The scope includes:

o                     Design of a 280 linear foot retaining wall up to four feet in height.

o                     Survey of the project.

o                     Meet with adjacent property owners to explain impacts to their property.

o                     Evaluate two wall types to determine the best option for the site conditions.

o                     Establish right-of-needs for new wall location.

o                     Prepare documents for acquisition of right-of-way.

o                     Geotechnical investigation of the site.

o                     TDLR review.

o                     And other associated tasks.

                     Kimley Horn submitted a proposed fee as follows:

o                     Basic Design Fee                     $42,800.00

o                     Special Services                     $19,400.00

The basic fee represents 17.47% of the estimated $245,000 construction cost.  The total fee is 25.39% of the estimate.

 

FINANCIAL SUMMARY: 

                     The resolution authorizes a professional services contract with Kimley Horn Inc., for an amount not to exceed $80,000.00.

                     Funding for this contract is included in the Capital Improvements Program ST4417.

                     With the approval of this item $260,000 will remain ST4417 Hardin Boulevard Retaining Wall.
