ITEM SUMMARY:  
·      This Resolution supports a submittal for the Safety and Access to Schools project application for the 2014 Transportation Alternatives Program (TAP) Call for Projects and accepts funding, if awarded, from the North Central Texas Council of Governments (NCTCOG).
·      The proposed project submittal for the 2014 Transportation Alternative Program Safety and Access to Schools for McKinney is as follows:
o      The installation of two in-street school crossing signs at designated school crossings on a multi-lane street with an adult crossing guard to establish a better visibility for the crossing. These signs are similar to the school crossing signs already installed at several school crossings. Project locations are as follows:
·      Ridge Road at Sidney Lane for Johnson Elementary
·      Glen Oaks Drive at Wildflower Drive for Glen Oaks Elementary  
·      Silverado Trail at Alfalfa Drive for Comstock Elementary      
·      Silverado Trail at Big Fork Trail for Ogle Elementary
·      Westridge Boulevard at Reagan Drive for Sonntag Elementary
·      Independence Parkway at Millbend Drive for Scott Elementary
·      Louisiana Street at Graves Street and Virginia Street at Graves Street for Burks Elementary
·      Louisiana Street at Bradley Street and the Virginia Street at Bradley Street for Caldwell Elementary
o      The installation of driver feedback signage so the reduced speed limit of 20 mph within the school zone may be adhered. These signs are similar to ones already installed at several school crossings. Project locations are as follows:  
·      Hardin Boulevard at Aspen Drive for McNeil Elementary
·      Glen Oaks Drive at Wildflower Drive for Glen Oaks Elementary
·      Silverado Trail at Alfalfa Drive for Comstock Elementary
·      Silverado Trial at Big Fork Trail for Ogle Elementary
·      Westridge Boulevard at Reagan Drive for Sonntag Elementary
·      Independence Parkway at Millbend Drive for Scott Elementary
 
o      The installation of gaps in the sidewalk in existing school route paths.
·      On the east side of Royal Oaks Drive from Cotton Ridge Road North southward approximately 86 feet within the Fairway Village subdivsion for Eddins Elementary.
·      Connection of the hike and bike trail from Creekview Estates to Cockrill Middle.
·      On the south side of Stacy Road from Alma Road to Rowlett Creek Way in the Settlement of Craig Ranch subdivision for Scoggins Middle.
·      On the north side of Stacy Road from Alma Road westward approximately 870 feet to the Craig Ranch North subdivision for Scoggins Middle.
·      On the west side of Alma Road from Stacy Road southward to Squeeze Penny Lane, and on the north side of Squeeze Penny Lane westward approximately 360 feet within the Settlement of Craig Ranch subdivision for Scoggins Middle.
·      The preliminary opinion of probable construction cost for these items is $350,000.
 
·      The Resolution will authorize the following:
o      The Execution of all documents necessary for the 2014 Transportation Alternatives Program Call for Projects.
o      The acceptation of any funds, if awarded, from North Central Texas Council of Governments for the Transportation Alternatives Program.
o      An application submittal for the Safety and Access to Schools project of the Transportation Alternative Program not to exceed $500,000.
o      A local match of 20% of the total cost of the Safety and Access to Schools project if Transportation Development Credits (TCD) are unavailable.  
 
BACKGROUND INFORMATION:  
·      The Transportation Alternative Program (TAP) was authorized under Section 1122 of MAP-21: Moving Ahead for Progress in the 21st Century (the current transportation funding and authorization bill) providing funding for projects defined as transportation alternatives.
·      The Regional Transportation Council (RTC), the regional policy board associated with the North Central Council of Governments (NCTCOG) approved $28.72 million for the Transportation Alternative Program Call for Projects provided on a reimbursable basis.
 ·      One of the proposed eligible project categories is the Safety and Access to Schools. The purpose of this category is to improve pedestrian and bicycle safety on school routes as school age students walk and bicycle to school.  
·      The deadline to submit a project for consideration for the Transportation Alternative Program is May 30, 2014 by 5:00pm.
·      The maximum funding award for a single Safety and Access to Schools project is $500,000.  Multiple projects may be submitted, but must be ranked for priority.
·      Transportation Development Credits (TDC) may be used for any Safety and Access to Schools projects in order to meet the local match requirement of 20% of the total cost of the project.  There will be $1 -2 million TDCs available.
•      If Transportation Development Credits (TDC) are used, the Regional Transportation Council (RTC) has requested that funds offset by the TDC portion of the project be used on another transportation related project.
·      Submission of a Safety and Access to Schools project for the Transportation Alternative Program (TAP) requires support for all stakeholders.  McKinney ISD and Frisco ISD have provided a verbal agreement to City Staff and their written support of this project submittal will be forthcoming.
 
FINANCIAL SUMMARY:  
·      The local match requirement of 20% of the total cost for the Safety and Access to Schools project submittal for the Transportation Alternative Program will be requested to be funded under the Transportation Development Credits (TDC).
·      If Transportation Development Credits (TDC) are unavailable for this project, then funding for the 20% local match will be provided in ST 4221.
