RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $241,115, as well as all required supplemental agreements thereto, with Dannenbaum Engineering Company-Dallas, LLC for professional consulting engineering services for the Independence Parkway 24 Inch Waterline Project (WA0210), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $280,000.
BACKGROUND INFORMATION:
• The FY21 annual budget includes funding for the design and construction of a new master-planned 24” water main along Future Independence Parkway south of US 380 (Capital Improvement Project WA0210, Independence Parkway 24 Inch Waterline Project).
• Construction of this water main is required per the City of McKinney Water Master Plan to support area growth and loop portions of the existing water distribution system.
• The scope of the project generally includes:
o Topographical survey, subsurface utility engineering, geotechnical, and environmental investigations.
o Development of routing options and identification of a preferred roadway alignment for future Independence Parkway south of US 380.
o Development of routing options and identification of a preferred 24” water line alignment connecting to an existing 24” water main at the current northern terminus of Independence Parkway and extending north approximately 2,400 linear feet to connect to an existing water main along US 380.
o Development of design plans for the construction of a new 24” water main.
o Development of legal exhibits for required permanent and temporary easements.
o Bid and construction phase services.
• Dannenbaum Engineering Company-Dallas, LLC submitted a response to RFQ 18-46 for On-Call Utility Design Services. They were one of eleven firms shortlisted by City Council on October 2, 2018.
• Dannenbaum Engineering Company-Dallas, LLC submitted a proposal for this project in the amount of $241,115.
• The proposal includes fees for the roadway alignment study in the amount of $52,300. The Engineering Department is requesting this roadway alignment study to be performed concurrently to ensure the 24” water line does not conflict with future roadway improvements by the City of McKinney and/or the Texas Department of Transportation.
• The preliminary opinion of probable watermain construction cost is $1,204,000.
• The fee for basic services for the 24 Inch watermain is $112,700 (9.36% of the engineer’s opinion of probable cost of construction) and the fee for special services is $76,115 (6.32% of the engineer’s opinion of probable cost of construction).
• Design of this project is anticipated to take approximately ten (10) months to complete with construction estimated to begin as soon as April 2022.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with Dannenbaum Engineering Company-Dallas, LLC for an amount not to exceed $280,000.
• Funds are available in the Capital Improvements Program Project WA0210.
• With the approval of this item, $2,220,000 will remain in WA0210.
