RECOMMENDED CITY COUNCIL ACTION:                     

                     Conduct a public hearing on the CDBG FY 2009-10 Consolidated Annual Performance Evaluation and Report (CAPER) submission, and approve prior to submission to the U.S. Department of Housing and Urban Development (HUD).

 

ITEM SUMMARY: 

                     CDBG regulations require grantees to submit a Consolidated Annual Performance Evaluation and Report (CAPER) to the U.S. Department of Housing and Urban Development (HUD) within 90 days of the close of each grant year.  The CAPER is a combination of reports generated by HUD’s reporting system and a narrative written by the City.  Items under the CAPER include the following items:

 

o                     Consolidated Plan Assessment of the City’s 3 to 5 year goals and objectives, including review of past year performance.

o                     Discussion of the City’s actions to affirmatively further fair housing.

o                     Number of low and moderate income households assisted with affordable housing.

o                     Discussion of the Continuum of Care actions regarding homelessness.

o                     Discussion of the City’s evaluation and reduction of lead-based paint hazards.

o                     Discussion regarding public housing initiatives.

o                     Ensure compliance with program and comprehensive planning requirements.

o                     Discussion of resources leveraged within the community.

o                     A self-evaluation regarding activities, schedules and grant disbursements.

o                     Other Community Development activities leveraged by the City.

 

BACKGROUND INFORMATION: 

                     This is the eighth CAPER prepared and submitted for the City of McKinney. 

 

o                     All previous reports received by HUD have met all requirements for approval. The City’s CDBG program continues to meet or exceed performance measurement goals under all programs including Housing Rehabilitation, Public Services and Grant Administration.

 

o                     The goal of Grant Administration ensures timeliness of expenditures within guidelines, compliance and program monitoring; and meeting reporting requirements.  Under regulatory requirements, the allocation for public services cannot exceed 15% cap of the total grant, and 20% total for grant administration.  Both requirements have been met.

 

o                     Each year on August 2, HUD completes a timeliness test 60 days prior to the close of the grant to determine that the City does not have 1.5 times the amount of its regular allocation spent in the system.  The City met the compliance requirement.

 

o                     The CAPER will include the Executive Summary and overview of the Consolidated Plan and the Analysis of Impediments, completed August 13, 2010.  Under the Housing Rehabilitation Program, staff met performance goals.  Under the Public Services Program, only one agency did not meet performance requirements and has been cited accordingly. The City provides access to review the report for 15 days minimum under HUD regulations. The public comment period will begin November 1 through November 16, 2010. 

 

o                     Interested persons will be able to view the report on the City’s website, at the Community Services Office and at the Roy and Helen Hall Library during regular hours, including nights and weekends. All activities, with the exception of Housing Rehabilitation were completed and closed in HUD’s Integrated Disbursement Information System system.  The Housing Rehabilitation program carries a balance forward each year, and that funding is used prior to new funding.

 

FINANCIAL SUMMARY: 

                     The CDBG grant allocation was $ 542,464 for FY 2009-10, plus reallocated funds from previous grant cycles. 

o                     Any funds unspent will be requested for re-allocation under the Housing Rehabilitation program for the fiscal year FY 2011-12.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Community Grants Advisory Commission approved the report on October 27, 2010.
