ITEM SUMMARY:

This Ordinance will establish a speed limit on Virginia Parkway of 40 mph from 100 feet west of Jordan Road to1200 feet west of Hardin Boulevard.

This Ordinance will move the following roadways to Section 62-117 of the Code of Ordinances:

o                     Virginia Parkway from US 75 to 1200 feet west of the Hardin Boulevard, a speed limit of 40mph.

o                     Louisiana St from US 75 to a point 100 feet east of Graves Street, a speed limit of 35 mph.

o                     Virginia Street from US 75 to a point 100 feet west of Graves Street, a speed limit of 35mph.

BACKGROUND INFORMATION:

The Texas Department of Transportation (TxDOT) removed Virginia Parkway between US 75 to 1200 feet west of the Hardin Boulevard from their roadway system. This roadway was known as FM 3038.

TxDOT had the speed limit on Virginia Parkway (FM 3038) set at 45 mph from 100 feet west of Jordan Road to 1200 feet west of the Hardin Boulevard.

TxDOT had set the speed limit on the remainder of Virginia Parkway (FM 3038) from US 75 to 100 feet west of Jordan Road at 40 mph.  The City of McKinney continued the 40 mph speed limit on Virginia Parkway from 1200 feet west of the Hardin Boulevard to Independence Parkway.

City Staff recently completed the reconstruction of the Virginia Parkway to a 6-lane divided roadway.  This reconstruction included the portion of the Virginia Parkway that was FM 3038 between US 75 and 1200 feet west of the Hardin Boulevard.

At the completion of this reconstruction, 40 mph speed limit signs were installed along the entire corridor of Virginia Parkway, including the area from 100 feet west of Jordan Road to 1200 feet west of the Hardin Boulevard, which was set at 45mph.

Staff has recommended a speed limit of 40 mph for Virginia Parkway between 100 feet west of Jordan Road and 1200 feet west of the Hardin Boulevard to match the speed limit set on the remainder of Virginia Parkway.

The speed limit of Virginia Parkway between US 75 and 100 feet west of Jordan Road and the speed limit of Virginia Parkway between 1200 Feet west of Hardin Boulevard to Independence Parkway will remain unchanged at 40 mph.

At the time TxDOT removed Virginia Parkway (FM 3038) from their roadway system, they also removed Virginia Street and Louisiana Street from US 75 to SH 5 (McDonald Street) from their roadway system. These roadways were known as Spur 359.

The speed limit on Louisiana Street and Virginia Street from US 75 to SH 5 will remain unchanged.  Staff will add the portions of Louisiana and Virginia Street that are signed at 35 mph from US 75 to Graves Street to Section 62-117 of the Code of Ordinances.  Louisiana Street and Virginia Street from Graves Street to SH 5 (McDonald Street) do not need to be added to the Ordinance as the prima facie speed limit is 30 mph.
