ITEM SUMMARY:

                     This Resolution authorizes a contract with Birkhoff, Hendricks & Carter, LLP to provide consulting engineering services for the design of US 380 Water Line Improvements for an amount not to exceed $320,000.

 

BACKGROUND INFORMATION:

                     Per the 2012-2013 Water Master Plan, the 12-inch, 16-inch and 24-inch water mains generally along US 380 from Custer Road to the west side of Redbud Estates are needed to deliver water to the distribution system in the 920 pressure plane. 

                     The project will be designed as one plan set, but will be constructed in two phases in order to maintain service to Redbud Estates subdivision.  Phase 1 will consist of approximately 1,340-LF of 12-inch Water Line to loop the Redbud subdivision to the Prestwyck subdivision prior to phase 2 water line construction.  Phase 2 consists of approximately 4,600-LF of 24-inch water line from the Custer Walmart at U.S. 380 west to Red Bud Estates and approximately 600-LF of 12-inch Water Line along the west side of Custer Road along the Walmart Shopping center frontage to the Walmart southern Custer Road driveway along with a 16-inch water line crossing Custer and connecting to the existing 16-inch water line located in the east parkway of Custer Road. 

                     Birkhoff, Hendricks & Carter, LLP submitted a response to 15-36RFQ for Utility Design.  They were one of five firms shortlisted by City Council on October 20, 2015.

                     Birkhoff, Hendricks & Carter, LLP submitted a proposal for this project in the amount of $281,500. Their scope includes the following elements:

o                     Topographical and boundary survey;

o                     Design of approximately 2,000 linear feet of 12” water line, 150 linear feet of 16” water line, and 4,600 linear feet of 24” water line;

o                     Design of traffic and erosion control plan;

o                     Preparation of legal documents;

o                     Preparation of a complete bid package, including plans, specifications, and contract documents;

o                     Bid phase assistance to the City; and

o                     Construction phase assistance to the City

                     The preliminary opinion of probable construction cost is $2,056,000.

                     The fee for basic services is $115,000 (5.6% of the construction cost) and the fee for special services is $166,500 (8.1% of the construction cost).

                     Design is anticipated to take eight months.

                     Construction is anticipated to take four months to complete phase 1 and nine months to complete phase 2.  Construction is anticipated to begin in September 2017 and be completed by October 2018.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Birkhoff, Hendricks & Carter, LLP for an amount not to exceed $320,000.

                     With the approval of this item, $4,280,000 will remain in project WA4415.
