RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $802,600 as well as all required supplemental agreements thereto, with Kimley-Horn and Associates, Inc. for professional consulting engineering services for the Stacy Road Elevated Storage Tank Project (WA1714), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $900,000.
BACKGROUND INFORMATION:
• The FY22-26 Capital Improvement Program (CIP) includes funding for a new 2.0 Million Gallon (MG) Elevated Storage Tank (EST) located on the south side of Stacy Road, west of Watters Branch Drive.
• The proposed Stacy Elevated Storage Tank will serve the 920 water service area of the City’s water distribution system and is recommended in the Water Distribution System Master Plan for construction in order to continue to meet growing water demands in the service area.
• The land required for this future elevated water storage tank was previously acquired by the City in 2015 and signage previously placed on the site has denoted future use of the land for an elevated storage tank.
• Due to the scope of work for this facility, this professional services contract will include enhanced construction administration, public involvement, platting and development review, and development of concept renderings of the proposed facility.
• Kimley-Horn and Associates, Inc. submitted a response to RFQ 21-42 for On-call Utility Professional Services - Category 2. They were one of five (5) firms shortlisted by City Council on September 7, 2021.
• Kimley-Horn and Associates, Inc. submitted a proposal for this project in the amount of $802,600 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Design & Bid Phase Services)
o Special Services (Construction Administration, Surveying for Design, Franchise Utility Coordination, Subsurface Utility Engineering, Geotechnical Investigations, Public Involvement, Environmental Investigations, and Platting and Development Review)
• The preliminary opinion of probable construction cost (OPCC) is $9,090,000 including anticipated construction cost inflation.
• The fee for basic services is $505,900 (5.57% of the OPCC) and the fee for special services is $296,700 (3.26% of the OPCC).
• Design of this project is anticipated to take approximately 11 months to complete. Construction of the improvements is anticipated to begin in early 2023.
FINANCIAL SUMMARY:
• The Resolution authorizes a contract with Kimley-Horn and Associates, Inc. for an amount not to exceed $900,000.
• With the approval of this item, $2,100,000.00 will remain in Project WA1714.
• Additional funding required for construction of the project will be requested as part of the FY23 Capital Improvement Program budget.
