RECOMMENDED CITY COUNCIL ACTION:
· Approval of the Ordinance
ITEM SUMMARY:
· This Ordinance will establish a speed limit on Silverado Trail of 40 mph from La Tierra Linda Trail westward to Custer Road (FM 2478).
BACKGROUND INFORMATION:
· The south lanes of Silverado Trail have been constructed which extends Silverado Trail to Custer Road. These lanes of Silverado Trail are opened to traffic; thus a speed limit needs to be established on this new section of Silverado Trail.
· Previously Silverado Trail terminated near the intersection of La Tierra Linda Trail.
· When developing a recommendation for a speed limit, the following factors should be considered:
o The design speed of the roadway.
o The measured 85th percentile speed.
o The established speed limit on adjacent section of the same roadway.
o The adjacent land uses along the roadway.
· A design speed of 45mph was used for construction of this minor arterial.
· Currently there is no developed land along this new section for Silverado Trail, other than the Creekside of Craig Ranch Subdivision which is under construction along the south side. The remaining land surrounding this area is zoned for residential.
· The established speed limit along Silverado Trail, east of La Tierra Linda Trail to McKinney Ranch Parkway is 40mph.
· A speed study was conducted in May 2015 along this new section of Silverado Trail. The 85th percentile speed along the corridor was determined to be approximately 42 mph.
· Due to the above factors, the extension of the 40 mph speed zone is recommended on this new section of Silverado Trail.
FINANCIAL SUMMARY:
· The installation of the speed limit signs associated with this item is in the operating budget of Public Works.
