ITEM SUMMARY:  
·      This Resolution authorizes the City Manager to enter into an Interlocal Agreement with Prosper Independent School District (PISD) to provide school crossing guards at PISD school campuses within the City of McKinney.
 
BACKGROUND INFORMATION:  
·      In 2002, a Crossing Guard Program was developed to establish paid crossing guards at intersections determined by the City of McKinney for McKinney ISD school campuses. An Interlocal agreement was developed between the City of McKinney and McKinney ISD to provide the terms and conditions.
  • In 2007, Prosper ISD opened its first campus in McKinney and requested implementation of the same City of McKinney Crossing Guard Program for its school campuses located in McKinney.
  • In this cooperative agreement Prosper ISD will hire, equip, and train the crossing guards, while the City of McKinney will reimburse Prosper ISD for associated costs for placement of the crossing guards at intersections designated by the McKinney Traffic Engineering Department.
  • This Interlocal Agreement is for a period of 5 years. The number and location of the crossing guards may change annually as new school campuses or neighborhoods are added.
  • This Interlocal Agreement is similar to the previous agreement developed in 2007. However, this proposed agreement allows for the adjustment of the crossing guards annually as needed.   
  • This Agreement is similar to the Interlocal Agreement with McKinney ISD and Frisco ISD.  
 
FINANCIAL SUMMARY:  
·      The City of McKinney will reimburse Prosper ISD for costs related to the services provided through the Program to include salaries and equipment of crossing guards. Any equipment provided by the City of McKinney is not subject to reimbursement such as, but not limited to, vests, stop signs and traffic cones.
  • The total reimbursable cost to Prosper ISD for the school year beginning August 26, 2013 to June 5, 2013 is $11,868.26.  
  • Funding for this Agreement will be provided in the Public Works Operating Budget.
