RECOMMENDED CITY COUNCIL ACTION:
• Approval of the attached Resolution.
ITEM SUMMARY:
• The Mouzon Baseball Fields are located in Old Settler’s Park at 1307 Greenville Street.
• Mouzon Baseball Spectator Shade Structures and Mouzon Baseball Dugout Shade Structures were bid together to create a larger project for a better construction market value.
• SFCC, Inc. submitted the second lowest bid for the construction of Mouzon Ball Fields Spectator and Dugout Shade Structures projects with a bid of $308,600.
o A total of eight bids were submitted and accepted.
o Norman Construction was the lowest bidder, subsequently requesting to have their bid removed due to a $50,000 bust in their bid.
o A letter from Norman Construction requesting their bid to be pulled is included as an attachment.
BACKGROUND INFORMATION:
• LanArc Design, Inc., with Staff support, recommends accepting the bid from SFCC, Inc. for the construction of the Mouzon Baseball Spectator and Dugout Shade Structures projects.
• This project is scheduled for completion in February 2011.
FINANCIAL SUMMARY:
• The Mouzon Baseball Spectator Shade Structures Project (PK0216) is a FY 10-11 Capital Improvements Program funded by MCDC funds.

• The Mouzon Baseball Dugout Shade Structures Project (PK0217) is a FY10-11 Capital Improvements Program funded by MCDC funds.
o The total project budget including design and construction of the improvements is currently $75,000. A fund transfer is needed to complete the project as planned.
o Below is a breakdown showing what the new project budget would be if the fund transfer of $20,400 is approved.

• In a concurrent CIP Amendment, Staff is requesting fund transfers in the amount of $20,400 to be appropriated from Mouzon Baseball Spectator Shade Structures project (PK0216) to Mouzon Baseball Dugout Shade Structures project (PK0217).
BOARD OR COMMISSION RECOMMENDATION:
• On October 14, 2010, the Parks, Recreation and Open Space Advisory Board recommended approval of the construction contract for the Mouzon Ball Fields Spectator and Dugout Shade Structures projects.
